SUMMARY
This is the most complex project management work assisting the Community Redevelopment Agency (CRA) Manager or Director with structuring and implementing redevelopment projects and programs, developing project work plans, scheduling, budgeting and allocating resources for assignments and design objectives to maximize the CRA\'s impact on improving the community\'s quality of life. May supervise staff. Directs project consultants and contractors.
Positions allocated to this classification report to the Community Redevelopment Agency Manager or Director and work under minimal supervision. Work in this class is distinguished from other classifications by its emphasis on major capital projects and technical planning responsibilities.
Note: The CRA Project Manager IV classification is the fourth in a series of four CRA Project Manager classifications of progressively more demanding job competencies and includes the management of major capital projects. It should be understood that the job competencies, duties and requirements of the CRA Project Manager I, II and III classifications are inherently included in this position.
Minimum Qualifications:
GCRA Project Manager IV ($68,979 - $100,020 Annually)
Bachelor\'s degree from an accredited college or university. Preference given to candidates with major coursework in architecture, landscape architecture, engineering, planning, real estate development, urban studies, economics, finance, business administration or public administration . And six (6) years of responsible urban design experience in engineering, project management, redevelopment, landscape architecture or related field which includes at least one (1) year of managing complex capital redevelopment projects, preferably for a mid-size or larger city;
Or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
GCRA Project Manager III ($53,346 - $77,353 Annually)
Bachelor\'s degree from an accredited college or university. Preference given to candidates with major coursework in architecture, landscape architecture, engineering, planning, real estate development, urban studies, economics, finance, business administration or public administration. And five (5) years of responsible urban design experience in engineering, project management, redevelopment, landscape architecture or related field, preferably for a mid-size or larger city;
Or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
ESSENTIAL JOB FUNCTIONS
Collaboratively assists the CRA Manager or Director with strategic planning, programming, and implementation of CRA activities to maximize the agency\'s redevelopment efforts.
Researches, proposes, tests and implements innovative approaches to conducting projects to enhance quality and cost effectiveness.
Ensures that projects are appropriately equipped with sufficient staffing and financial resources to optimize achievement of project goals and schedules.
Evaluates capital expenditure requests and capital needs of the department.
May supervise CRA Project Managers; provides direction to and holds accountable for project schedules. May recommend selection, promotion, discharge, and other appropriate personnel actions.
Assures that high quality design, innovative thinking, and environmental sustainability are consistently incorporated into projects.
Generates and presents project status reports to advisory and governing boards.
Creates and leads interdisciplinary project teams that may consist of other project managers, consulting firms, and contractors, as needed.
Establishes and maintains lines of communication and coordinates with appropriate Federal, State, and local agencies.
Represents the CRA with appropriate public officials and organizations.
Remains abreast of innovative practices in the field of community redevelopment.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
May supervise lower level CRA Project Managers.
Performs other related duties as assigned.
