The is seeking an Accountant IV. This position applies professional financial and governmental accounting principles and practices in monitoring and certifying the availability of funds for expenditures against the operating and capital budgets; and oversees the ERP purchasing system (NALU) to ensure compliance with applicable statutory procurement rules and government accounting standards regulating the expenditures of government funds.Examples of duties of an Accountant IV, includes but is not limited to the following:

  • Monitors the availability of funds for the operating and capital program budget contracts, purchase orders, equipment requests and personnel Form A\'s.
  • Reviews appropriateness of funding and makes corrections to ensure the expenditure of funds is from proper funding sources.
  • Reviews and analyzes new contracts, purchase orders and requisitions to assure compliance with applicable procurement and other statutory rules governing expenditures of government funds.
  • Independently administers and participates in the compilation and analysis of actual-to-date, forecasted and budgeted revenue and expenditure data required for the preparation of the annual operating and capital budgets.
  • Reviews, analyzes and reconciles, on a monthly basis, the outstanding encumbrance balances between the Board\'s and the City and County of Honolulu (City\'s) funds, requiring knowledge of the Board\'s Enterprise Resource Planning (ERP) system and the City\'s ERP system.
  • Identifies, analyzes and resolves processing problems in the Board\'s ERP purchasing and accounts payable systems to ensure timely payment processing.

Equivalent to graduation from a regionally-accredited four-year college or university with major work in accounting or a related field with at least 12 semester credit hours in accounting or auditing courses. (Note: Six of the 12 credits must be above the elementary course level and from a regionally-accredited four-year college or university.)Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:

Applicable Skills:
  • Knowledge of the principles and practices of commercial and governmental accounting.
  • Knowledge of preparation and analysis of financial statements and reports.
  • Knowledge of public fiscal administration including budgeting and financial reporting.
  • Ability to devise and install accounting methods, techniques and procedures.
  • Ability to prepare complete and accurate reports and standards.
  • Ability to analyze data, detect errors and correct inconsistencies in accounting records.
