This position may be underfilled at the level, Grade 18 (salary - $50,250 to $81,770); or at the level, Grade 21 (salary - $57,455 to $93,895). There is a non-competitive promotional opportunity to an level, Grade 23 (salary $62,873 to $103,034).

About the :

The Division of Parking Management manages the operations and maintenance of parking garages and lots within Bethesda, Silver Spring, and Wheaton central business districts. The program has overall responsibility for the collection and processing of all parking revenue from automated pay stations, individual meters, and cashiered facilities.

The (MCDOT) seeks an Accountant/Auditor to join their financial management operations.

WHAT YOU\'LL BE DOING:

MCDOT seeks an Accountant/Auditor who will be responsible for providing financial management support within the finance section of the Division of Parking management.

The employee will lead the auditing and accounting responsibilities in support of the Division\'s Parking Lot Districts. The employee must understand Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). This is a hybrid position that entails the incumbent performing auditing and accounting responsibilities. The employee will be expected to be proficient in using ERP accounting systems and other current technology.

Duties may include but are not limited to:

  • Revenue management in areas of parking transaction processing, reconciliation, analysis, and reporting
  • Planning and performing audit programs
  • Proactively inform senior management of significant risks or exposures related to internal controls, compliance, and/or governance requiring prompt attention
  • Identify, create, and participate in the implementation of business process improvements to deliver tangible value to the parking program
  • Monthly financial close processes
  • Preparing detailed monthly/year-end financial reports; and imprest fund reconciliation
  • Preparing working papers, schedules, exhibits and summaries to support audit/accounting findings
  • Analyzing assigned funds/accounts on a periodic basis in preparation for year-end closing
  • Manage the oversight and reporting of fixed assets
  • Training subordinate employee personnel in accounting/auditing work

ADDITIONAL INFORMATION:

This position requires the ability to attend meetings or perform work at locations outside the office including inventory work outside the office setting and at field sites.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

EXPERIENCE:

If filled at Accountant/Auditor I: One (1) year of experience performing professional accounting work.

If filled at Accountant/Auditor II: Two (2) years of experience performing professional accounting work comparable to the Accountant/Auditor I.

If filled at Accountant/Auditor III: Three (3) years of experience performing professional accounting work comparable to the Accountant/Auditor II.

ALL LEVELS - EDUCATION:

Graduation from an accredited college or university with a Bachelor\'s degree in accounting; or a bachelor\'s degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

ALL LEVELS - SUBSTITUTION:

Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.
Preferred Criteria

There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated \xe2\x80\x9cQualified\xe2\x80\x9d, placed on the eligible list, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

\xc2\xb7 Experience in generally accepted accounting principles for governmental accounting to include GAAP/GAAS standards and statements.

\xc2\xb7 Experience using an ERP accounting system, particularly Oracle or Oracle E-Business.

\xc2\xb7 Experience preparing and interpreting financial reports and statements.

\xc2\xb7 Experience planning and executing an audit of financial data under minimal supervision.

\xc2\xb7 Experience communicating orally (i.e., presentation, phone calls, briefings, etc.) and in writing (i.e., reports, emails, letters, etc.)
