Position Summary

The Accounting Manager is responsible for assisting the Controller in managing various aspects of the accounting functions. Performing daily, monthly, and annual accounting functions and transactions including managing accounting software, payroll, cash receipts, payments, and accounting for financial assets and debts. This position will also monitor and create financial reports for auditing requests and Board of Director meetings. The incumbent will establish and maintain internal controls to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations (2 CFR200 Uniform Guidance/OMB compliance). This position will use independent judgment to plan, organize, and manage the accounting functions of the company. Performs advanced and specialized accounting assignments, often involving complex and confidential data.

Details of Responsibilities

General Essential Job Duties:

  • Manage and ensure timely and accurate recording of accounting transactions.
  • Manage the month-end close process for accounting and reporting, including journal entry review, reconciliation review, financial reporting, and compliance.
  • Review transactions posted to the general ledger for accuracy throughout the month.
  • Review and approve bi-weekly payroll, including retirement plan contributions.
  • Work with PEO to ensure all necessary payroll tax documents are prepared and filed for each state in which the EarthScope Consortium conducts business, including reports for monthly and quarterly payroll deposits, end of year payroll tax statements, W-2\'s, and 1099 vendors.
  • Review and approve monthly balance sheet reconciliations.
  • Coordinate the preparation of financial documents like income statements, balance sheets, and detailed income and expense reports as needed.
  • Maintain accuracy of the credit card reporting system.
  • Manage inventory reporting and depreciation schedules.
  • Maintain accounting controls by establishing a chart of accounts, monitoring, improving, and documenting accounting policies and procedures.
  • Understand relevant current legislation and recommend updates to policies and financial internal controls.
  • Comply with all federal, state, and local government agencies for financial reporting, annual reports and taxes.
  • Work closely with the Controller on NSF audits.
  • Coordinate with Controller on development of annual provisional indirect and fringe rates for annual budget submittal to NSF.
  • Coordinate with the Controller on final and provisional rate agreements with NSF.
  • Approve cash draws in the absence of the Controller.
  • Manage corporate banking and administrative services, including operating accounts, private funds corporate accounts, wire transfer and ACH administration.
  • Oversee the preparation of Accounts Payable and Accounts Receivable functions.
  • Other duties may be assigned as necessary for the successful operation of the business.
Specialized Essential Job Duties:
  • Serve as a back-up to the Controller.
  • Identify, develop, and implement accounting system improvements as needed or recommended.
  • Provide monthly analysis to the Senior Management Team of indirect department (G&A) actuals to budget variances.
  • Assist Controller with preparation of EarthScope Board of Director Treasurer\xe2\x80\x99s Report and reporting documents.
Leadership and Supervisory Responsibilities:

Interact effectively and efficiently with the EarthScope Consortium staff, community and partnering organizations in support of Administration activities.
  • Provide direct supervision of assigned accounting staff.
  • Manage the time and schedule of assigned accounting staff.
  • Supervisory responsibilities include hiring and developing staff, assigning, and directing work, appraising performance, resolution or referral of concerns and complaints, disciplinary action, and employee checkout.
  • Expected to complete work through self-direction.
  • Actively participates in matters of operational impact to the organization.
  • Take calculated risks of growing significance, with consultation from other experts and Senior Management.
  • Foster a professional culture through the use of strong interpersonal skills, verbal and written communications.
  • Communicate clearly and effectively with other team members to ensure tasks are completed on time and with best practices.

Qualifications

Minimum Education & Experience Requirements:
  • Bachelor\xe2\x80\x99s degree or equivalent professional experience in accounting or related field.
  • At least seven (7) years of progressive accounting experience.
  • At least three (3) years of supervisory experience.
  • Experience working within guidelines of GAAP, OMB Circulars.
  • Experience in a government contracting or grant environment.
  • Experience working in a project accounting environment.
  • MUST have intermediate experience with CostPoint accounting software.
  • Must have intermediate experience with SAP Concur software.
  • Experience in a government contracting or grant environment.
  • Understanding of GAAP principles
  • Experience with MSOffice, Google Suites, Slack, Zoom, etc.
Preferred Skills:
  • Master\xe2\x80\x99s Degree or equivalent professional experience in accounting, public administration or business or related field.
  • Certified Public Accountant (CPA)
  • Experience working within guidelines of GAAP, OMB Circulars.
  • Experience working in a project accounting environment.

  • Experience working on significant and unique issues where analysis of situations or data requires an evaluation of intangibles.
  • Ability to manage staff and provide professional development opportunities to continue to grow staff skills.
  • Experience and knowledge with grant accounting and compliance.
  • Ability to understand complex problems and apply accounting concepts.

Other Requirements:
  • Appropriate availability consistent with the EarthScope Consortium established practices and norms; hours may exceed 40 hours per week.
