FISCAL ANALYST 5 (IN-TRAINING OPTION)

We are recruiting to hire at the Fiscal Analyst 4 or 5 level, and we will train a Fiscal Analyst 4 hire, up to the Fiscal Analyst 5 level.

Depending on which level you are hired at, your salary will be as follows:

Fiscal Analyst 4 - $4,723 - $6,349 Monthly

Fiscal Analyst 5 - $5,341 - $7,184 Monthly

The Accounts Payable Manager is an expert level professional that monitors financial activity and reconciles and leads the entry and compilation of fiscal transactions; performs complex analyses of fiscal activity for multiple funding sources and provides technical guidance and outreach agency wide. This position provides leadership and mentoring to a team of six (6) employees in the delivery of these services.

Compliance Champion: You\'ll guide and advise on compliance with agency directives, policies, and regulations, including GAAP, OFM SAAM, and IRS guidelines, to maintain strong relationships with contract vendors and Program Managers.

Our Accounts Payable Manager is responsible for,

Supervision and Mentoring of Accounts Payable Staff:

  • Monitor activities to ensure timely and accurate compliance of policies and procedures.
  • Provide training on correct methods and procedures in conformity with rules and regulations.
  • Advise staff regarding the handling of non-routine transactions.
  • Monitor and inspect work in progress to ensure continuity and timely completion of work.
  • Assist in interviewing and hiring personnel.
  • Provides employee feedback and the meaningful performance evaluation and ensures training opportunities.
  • Work with direct report to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff.
Manage Accounts Payable Unit:
  • Assign and monitor the workload of the Payable unit.
  • Direct and coordinate the daily activities of the accounting staff to record the revenues, expenditures, assets, and liabilities of the agency quickly and accurately.
  • Distribute vendor payments, invoices, statements, batch verifying, and reconciliations to staff.
  • Ensure fiscal month, fiscal year, and biennial deadlines are met, regarding vendor payments. The Payable Unit\'s goal is to have all payments made within 30 days, to keep vendor accounts current, and minimize the need for the state to pay finance charges.
Customer Service, Engagement and Liaison:
  • Responsible for providing excellent and timely customer service on related issues. Participates in agencywide training on Payable related fields.
  • In conjunction with Fiscal Officer and Disbursements and Inventory Manager, works with Agency Management to resolve complex issues. Provides responses and/or options for outcomes such as ratifications.
WORKING CONDITIONS:
  • Work Setting, including hazards:
  • Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer.
  • Incumbents must be able to work amid distraction.
  • Telework is potential after initial trial service period is passed and training is complete
  • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
  • Schedule:
  • 40 hours a week, with the potential of flexing hours or accruing exchange time due to working more than 40 to meet deadlines and/or work on special projects.
  • The typical work week is Monday through Friday.
  • This position has a 60% In-person requirement with a potential of 40% teleworking based on business needs.
  • Travel Requirements:
  • Limited travel, some to regional office and to meet on payroll, taxes, etc.
  • Tools and Equipment:
  • Computer, phone, and 10-key machine.
  • Customer Interactions:
  • Broad in scope, may include agency Fiscal Office staff, other staff, program and business managers throughout WDFW, senior management, state and federal auditors, OFM, DES, Vendors.
Qualifications

This Fiscal Analyst 5 (in-training) series provides mentoring and career development opportunities for candidates with limited experience.

Candidates will be hired as a Fiscal Analyst 4 or 5, dependent on skills and experience.

To qualify at the Fiscal Analyst 4 level:
  • Bachelor\'s degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.
AND
  • Three (3) years of professional experience in accounting, budget, finance, payroll, or public administration.
OR
  • Current or recent experience as a Fiscal Analyst 3
To qualify at the Fiscal Analyst 5 level:
  • Bachelor\'s degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.
AND
  • Four years of professional experience in accounting, budget, finance, payroll, or public administration.
OR
  • current or recent experience as a Fiscal Analyst 4
OR
  • Equivalent education/experience.
Note: A master\'s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

PREFERRED QUALIFICATIONS:
  • Knowledge of Washington State government accounting software including but not limited to Agency Financial Reporting System (AFRS), Enterprise Reporting
  • Knowledge of Washington State OFM SAAM (Statewide Administrative and Accounting Manual) as it relates to procurement and payment of invoices.
  • Knowledge of LEAN management processes and implementation. Seeking new information; questions why things are done; tries new approaches.
