This vacancy is located at the Louisiana Oil Spill Coordinator\'s Office in East Baton Rouge Parish. The Louisiana Oil Spill Coordinator\'s Office (LOSCO) has an operating budget of $7.5M. This is a highly responsible position that serves as a primary contact for LOSCO on financial and budgetary matters. Reports routinely to the Deputy Oil Spill Coordinator, and to the Oil Spill Coordinator when assigned in an operational response capacity.
30% Reviews claims and other financial documents submitted by state agencies to the National Pollution Fund Center and the Responsible Parties for compliance with federal and state laws, regulations, and policies. Advises state agencies in claims standards, policies, and procedures. Coordinates with United States Coast Guard and National Pollution Funds Center to ensure routes for reimbursement. Serves as a member of the spill management team, as assigned by the Oil Spill Coordinator, during a spill incident or other emergency.
20% Responsible for bringing cost portion of LOSCO database up to date and maintaining into the future. Will track cost package amounts by different state agency, payment status, project relation, etc. Requires data entry from previous fiscal years and continued maintenance going forward.
20% Compiles budget projects as requested from within DPS or external entities of the Legislative Fiscal Office, House Appropriations Committee, Senate Finance Committee or DOA/Office of Planning and Budget. Responsible for preparation of documents for annual budget request from appropriation in House Bill 1. Maintains comprehensive record of financial information for expenditures including, but not limited to, professional services contracts, equipment, and operating services. Responsible for tracking status of orders and contracts and will update Deputy Oil Spill Coordinator as necessary.
15% Handles purchasing, requisitions of supplies, materials, and equipment for LOSCO. Maintains records incidental to all procurement activities. Prepares, plans, and approves requisitioned materials and coordinates the requisition of supplies required for daily operations. Submits IT and Facility Services work orders for acquisition of materials and completion of Projects. Review and process invoices. Enter purchasing and contracting documents into State\'s systems.
10% Reviews employees travel claims for compliance with state regulations. Coordinates with Department travel division to verify documentation is received and accurate. In concert with Deputy Oil Spill Coordinator and Oil Spill Coordinator, coordinates with Human Resources Division to ensure compliance with Department policies and procedures.
5% Functions as alternate timekeeper and works with primary timekeeper on an alternating basis to enter employee\'s time into SAP. Review employee payroll submission and entries in the ISIS HR system to ensure accuracy and accountability.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in administrative services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:
Examples of professional administrative service fields include: Accounting, Financial Auditing, Budget work, Contract/Grants work, Human Resources/Personnel, Information technology, Insurance, Purchasing/Procurement, Quality assurance, Records management, Risk management, and Safety.
