Overview

This position would support the Agency of Human Services by working on two critical programs to help Vermont recover from the COVID-19 pandemic: social service and provider workforce support and community-based response to homelessness. This position would support the grants and contracts implementation and monitoring for both programs.

Workforce:

The Premium Pay for Workforce Recruitment and Retention program has issued nearly $40 million in grants to provide premium pay to several categories of Vermont health care and social service workers. These employees\' efforts were instrumental throughout the public health emergency of the last three years. They remain vital to Vermonters\' health, independence, and quality of life as the state emerges from the pandemic, however this job sector suffers from severe worker shortages.

Eligible employers were given flexibility to distribute funds within the guardrails of program. Employers who receive grants must also comply with reporting requirements which will ensure compliance and allow the State to assess the effectiveness of the program to retain workers and reduce vacancy rates. The program administrator will follow up with grantees to ensure reporting requirements are completed.

Housing:

The Agency of Human Services released a Request for Proposals in June, as well as soliciting concepts and ideas to address homelessness from municipalities and community partners. These applications must be reviewed, and then grants and contracts issued to support communities in responding to the needs of unhoused Vermonters. During the COVID-19 pandemic, Vermont expanded the hotel/motel general assistance emergency housing program to allow for non-congregate housing for clients experiencing homelessness. As that program ends due to the end of federal funding, communities are working on a variety of solutions to bolster and improve the system for some of Vermont\'s most vulnerable households.

The program administrator will support the implementation and administration of these two programs through December 31, 2023. Under the direction of AHS Central Office staff, the administrator will be responsible for coordinating the review of the applications, coordinating activities to issue grant awards and issue funding, and implementing a structure of subsequent reporting and monitoring. The administrator will work with program and finance staff from the Agency of Human Services and other state agencies as well as contractors and partner organizations.

Computer proficiency is necessary to interact with the program\'s Salesforce-based application and coordinate with other staff members in responding to grantee questions and ensuring payment and reporting. Strong written and verbal communication skills are also crucial. Clear external communications will be essential to helping Vermonters understand program requirements, while strong internal communication will ensure effective program operations. The ability to balance competing priorities, escalate risks, and request help when needed are desirable skills, as are teamwork and a passion of service to Vermonters.

Work will be performed at the Agency of Human Services office in Waterbury, VT.

This position, Administrative Services Director III - Temporary (Job Requisition #47510), is open to all State employees and external applicants. This is a temporary position. Temporary work is typically for variable hours, and is not expected to be full-time. The State does not guarantee 40 hours of work per week.

Minimum Qualifications

Master\'s degree in accounting, business or public administration or a related field and two years of professional-level experience performing and supervising directly or indirectly administrative functions for a moderate sized office, department or agency.

OR

Bachelor\'s degree in accounting, business or public administration, office administration or a related field and four years of professional-level experience performing and supervising directly or indirectly administrative functions for a moderate sized office, department or agency.

OR

Bachelor\'s degree and six years of professional-level experience performing and supervising directly or indirectly administrative functions for a moderate sized office, department or agency.

OR

Two years of full-time college coursework or associate\'s degree and eight years of professional-level experience performing and supervising directly or indirectly administrative functions for a moderate sized office, department or agency.

OR

High school diploma or equivalent and ten years of professional-level experience performing and supervising directly or indirectly administrative functions for a moderate sized office, department or agency. OR One year as an Administrative Services Director II with the State of Vermont.

NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management.

Special Requirements

For some positions experience working with the VI SION system VISION is the State of Vermont PeopleSoft financial management system may be required.
