This is not a State of Delaware merit position. It is a contractual position with the opportunity to work long term.



The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for a


Administrative Specialist II position for contractual services with the Delaware Department of Natural Resources and


Environmental Control (DNREC), Division of Waste & Hazardous Substances/Compliance and Permitting Section.


The Compliance and Permitting Section regulates solid and hazardous waste through the inspection of waste


generators and permitting of waste management facilities. This section also develops programs to achieve


sustainable waste management practices through waste reduction, re-use, and recycling. The Administrative


Specialist II located in the Compliance and Permitting Section's Dover, Delaware office will assist with administering


electronic file management to aid the public and staff in retrieving program documents.




JOB DUTIES:



Applies agency laws, rules, regulations, policies, and procedures in maintaining and processing agency
information.
Convert historic and current paper documents into an acceptable digital format. Analyzing digital format documents for proper filing disposition. Categorizing, indexing, and inputting the Compliance and Permitting Section's historical documents into the
Agency's Enterprise Content Management (ECM) system.


Utilizes analytical skills to identify subtle document differences that determine the proper filing location within the ECM system.


Uses Microsoft Office Suite and Adobe Acrobat extensively within ECM responsibilities and other typical administrative duties.


Identify issues that may arise in the ECM system that affect retrieval of documents. Answers and transfers telephone calls from the public concerning waste and recycling accurately and efficiently. Assists existing Administrative Specialists with their common administrative duties when staffing/coverage issues arise.


Mentors and trains new administrative staff through learned section knowledge. Other duties/special projects as assigned.

REQUIREMENTS:



1. One year experience in coordinating office activities such as planning/coordinating meetings or conferences;


tracking workflow and follow up; composing meeting notes; directing clients/customers; explaining services to the


public and customers/clients; establishing or maintaining filing/record systems.


2. One year experience in document processing which includes reviewing and evaluating records for completeness


and conformity with laws, rules, regulations, standards, policies and procedures, resolve deficiencies, interpret


information, and track and monitor activities.


3. One year experience in using an automated information system to enter, update, modify, delete, retrieve/inquire


and report on data.


4. One year experience in using standard computer software programs for word processing, spreadsheets, or


databases.





KNOWLEDGE, SKILLS, AND ABILITY:



Knowledge of operations, services, programs and agency organization. Knowledge of program policies, procedures, and requirements. Knowledge of state and federal laws and regulations related to the area of
assignment.


Knowledge of administrative support practices and procedures. Knowledge of grammar, punctuation, spelling and composition. Knowledge of the methods and techniques in composing written communications
such as responses to inquiries and narrative reports.


Skill in applying basic and advanced tools used in word processing applications. Skill in applying the tools used in creating and modifying spreadsheet and database applications.


Skill in coordinating agency/program operations. Ability to oversee the work of lower-level clerical employees. Ability to establish and maintain effective working relationships. Ability to understand, explain, and apply rules, regulations, policies, and procedures. Ability to verify accuracy of information, resolve discrepancies and follow-up on outstanding activities. Ability to communicate effectively with staff, employees and public. Knowledge of principles and practices of general administration. Skill in coordinating diverse activities to ensure completion of projects and work assignments.




CONDITIONS OF EMPLOYMENT:



1. Applicants must be legally authorized to work in the United States. The Kent Conservation District does not

2. Direct Deposit of paychecks is required of all new employees.
