Duties may include, but are not limited to the following:
Plan, organize, develop and coordinate the operational, maintenance, and development activities of assigned airport.
Determine the need for, develop, and recommend new or modified operating standards and regulations regarding the management and operation of the airport.
Promote, and support long range plans for air transportation and development of County airport facilities.
Determine the need for and recommend new construction, alterations, and maintenance activities on all Castle facilities, properties, roads, equipment, and appurtenances to ensure effective operation and compliance with established safety requirements.
Enforce federal, state and local rules and regulations governing airport use and reports alleged violations to proper authorities.
Administer ground and flight safety programs, security, coordinates rescue operations and notifies interested and concerned parties.
Monitor aircraft fuel sales.
Act to stimulate interest in the airport program to promote the development and use of the airport facilities consistent with the direction and oversight of the Director of Community and Economic Development.
Confer with and acts as department liaison with airlines, fixed base operators, other airports users and tenants, federal and state agencies, and the public, regarding problems, complaints, and inquiries involving the airport and its operating procedures.
Represent the department at meetings, conferences commissions, boards, and other governmental agencies as deemed appropriate by the Director of Community and Economic Development.
Under the direction of the Director of Community and Economic Development and/or their designee, may supervise or train employees pertaining to airport operations.
Prepare and administer the division\'s budget.
Research, prepare, implement, and administer Federal and State grant applications and awards.
Participate in the administration and negotiation/monitoring of lease, sub-lease and rental agreements on airport.
Provide information to prospective tenants and participate in the development, negotiation and evaluation of leases, agreements and other sources of revenue.
Confer with lessees to resolve complaints and/or performance deficiencies.
Prepare status reports on economic and operational aspects of leases and agreements.
Take recommendations for approval, denial or discontinuance of facility usage.
Issue NOTAMS regarding the status of the airport.
Develop and maintain airport certification and security manuals.
Oversee daily business transactions including answering correspondence, responding to complaints, ordering supplies, and certifying payroll records.
Maintain records of airport operations.
Make presentations and writes reports.
Minimum Qualifications
Experience: Four (4) years of increasingly responsible experience in project management, including experience in property management, facilities maintenance and/or airport management.
Education: Equivalent to a Bachelor\'s degree from an accredited college or university with a degree in Aviation Management, Business or Public Administration or a closely related field. (Additional qualifying experience may be substituted for up to two (2) years of accredited College or University coursework.)
License: Possess a valid California driver\'s license at time of appointment and maintain.
Accreditation by the American Association of Airport Executives must be obtained within five (5) years of appointment to the position .

Train staff and airport users as required by the Director of Community and Economic Development.

Federal Aviation Administration rules and regulations affecting airport operations.
Preparation and negotiation of airport leases, contracts, and charges.

Proper maintenance of multimodal transportation hub facilities and infrastructure including roads, utilities and telecommunications.
