Overview

The Environmental Section at the Agency of Transportation (AOT) is seeking a self-motivated and critical-thinking Environmental Specialist to join our dynamic team of engineers, resource, and permitting specialists working within a fast-paced, multi-faceted state agency. This position presents an exciting opportunity to combine a technical background with an environmental focus and involves providing environmental reviews of transportation projects and programs from scoping to construction.

Duties involve complex tasks in the technical review and analysis of environmental data as it relates to projects, policies, and programs in a variety of regulatory, non-regulatory, and technical programs. This position includes technical, environmental, and administrative work involving environmental resources and acquisition of permits for the Agency. Environmental resources include: river corridors; wetlands; floodplains; water quality and stormwater; stream geomorphology; threatened and endangered species; fish and wildlife; agricultural soils; hazardous wastes; environmental justice; archaeological, historical, and cultural resources; and others. Work may involve resource identification, impact assessment, documentation, regulatory review, intra and interagency coordination, and permitting as well as administrative work related to the compilation of environmental clearances, the creation of NEPA documents, and/or the acquisition of permits for AOT projects. Work is performed under direct supervision of higher level Environmental Specialists and the Environmental Permitting Coordinator.

Duties include, but are not limited to:

  • Preparing basic categorial exclusion NEPA documents and permit applications based upon review of various environmental resource/impact studies
  • Review of information prepared by consultants for coordination with state and federal agencies to determine permitting needs
  • Review of resource impact assessment determinations based upon plans provided through project development.
The Specialist may prepare or assist in preparing reports and studies as described above. The position may use CADD, ArcMap, Online Databases, etc. to prepare support materials for reports, studies, and applications and may carry out special projects on an occasional basis. Although this position will report to the Agency of Transportation\'s headquarters in Barre, VT, some remote work is possible.

This is a Limited Service position, which is non-tenured and authorized through 09/30/2026. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting; however, field activity will occasionally be required, for which personal means of transportation must be available. Fieldwork may require traversing rough terrain in a variety of weather conditions. Attendance may be required at public meetings where strong opinions may occasionally be encountered.

Minimum Qualifications

Bachelor\'s degree in natural resource management, environmental science/studies, environmental law, biology, botany, ecology, soils science, lands management, archaeology, anthropology, historic preservation, sociology, cultural resources, civil/environmental engineering, or other related field AND one (1) year or more of experience as a technician in a civil or environmental engineering, or natural resources field, or a field associated with any of the above degree subjects.
