Job Responsibilities
Assists the RME with the supervision and coordination of all personnel in all phases of highway maintenance activities on state maintained roads, bridges, and rights-of-way assigned to Berkeley Maintenance. Assigns, coordinates, instructs and reviews the work of subordinates on a daily basis including the submission of various daily, weekly and monthly reports and inspection forms. Investigates requests for service and/or complaints and responds in accordance with Department policies. Responds to citizens through oral and written communication in reference to complaints, maintenance inquiries, etc. Conducts investigations for damage claims filed against the SCDOT in Berkeley County to determine liability and makes recommendation for payment of such claims. Enters required information in Risk Management Information System (RMIS). Assists the RME with accomplishing all business plan objectives of Berkeley Maintenance and District Six. Performs other maintenance related duties as required by the RME; such as development of resurfacing/pavement improvement projects, pavement marking, tree removal and maintenance contracts, et al. Serves as liaison to subordinate procurement card holders. Assists in the review of encroachment permit applications submitted by private land owners, utility contractors, public utilities and municipalities. Assists with the inspection of the Department\'s maintenance units on a routine basis to ensure compliance with the Department\'s policies, procedures, and directives; e.g. facility cleanliness and maintenance, record keeping, etc. Ensures adherence to all environmental codes, regulations and laws governed by South Carolina Department of Environmental Control and the United States Environmental Protection Agency. Supervises and updates emergency plans to include personnel, equipment, and asset assignment and management to ensure compliance with Department mandates and expectations. Recommends traffic detours and temporary lane/road closures to RME and implements plans as directed. Required to be available to supervise/manage emergencies to include hurricanes, snow and ice and other hazardous weather operations during and outside of regular business hours. Evaluates performance of subordinate personnel. Recommends disciplinary action, additional training, performance and/or awards for subordinate personnel. Evaluates and interviews personnel for appointments and/or promotions and makes recommendations to the RME. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor\'s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence.
Physical Requirement: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
