Job Description


Job Responsibilities

Assists in directing the overall operations of a Telecommunications Center (TCC). Reviews the work of subordinates on all shifts. Responsible for evaluation of subordinates, approving working time and leave requests. Initiates corrective discipline as needed. Responsible for operating communications equipment and providing communications support to field personnel. Subject to being on 24 hour call for emergencies.

Assists Telecommunications Supervisor in monitoring and supervising the overall operations of the Telecommunications Center (TCC). Responsible for personnel and their compliance with established rules, regulations, and procedures. Supervises the work of Telecommunications Operators (TCOs). Evaluates performance to ensure compliance with policies and procedures of the division, the FCC, FBI/NCIC, SLED/CJICS, and EPD.

Operates and monitors radios and other communications equipment. Provides information and support to field personnel, other law enforcement agencies and emergency services. Responds to request for assistance and information from the general public. Diagnoses/troubleshoots electronic equipment on a component and system levels in order to ensure its accuracy and reliability by analyzing any problems with telecommunications equipment.

Conducts EPMS appraisals, interviews, and maintains appropriate documentation to support disciplinary actions when needed by Telecommunications Supervisor (TCS) or higher supervisor.

Make immediate decisions on a wide variety of information received through various sources and disseminates to field personnel, agency officials, and other law enforcement agencies and maintenance personnel as appropriate. Acts as an essential employee during hazardous weather and emergency events (i/e/ hurricanes, snowstorms, etc.).

Complete and maintain NCIC Certification via Reaffirmation every two (2) years. Successfully attend and complete annual in-service training.

Minimum and Additional Requirements

State Minimum Requirements
A high school diploma and entry-level work experience with voice communications systems or central switchboard operations. An associate degree in a technical communications discipline may be substituted for the required experience.

Agency Additional Requirements
High School Diploma and six (6) months experience as a Telecommunications Operator III (TCO) with S.C. Highway Patrol or have three (3) years experience as a public safety dispatcher. Have or within one (1) year of hire obtain NCIC Full Function certification. Must be familiar with the overall functions of a public safety dispatch center\'s policies, rules, and regulations.

Possess a thorough knowledge of rules, regulations, and policies governing the operation of a Public Safety Telecommunications Centers. Possess the skills necessary to manage and supervise employees, often dealing with complex and difficult situations. Ability to convey and interpret oral and written communications with all levels of personnel within the department, other law enforcement agencies, and the general public. Demonstrate sound judgement and calm attitude in crisis or emergency situations. Full Function Certified in SLED/CJIS and FBI/NCIC computer system or obtain this certification within one (1) year of selection.

Works independently using personal judgement and discretion to make responsible decisions about office management, under guidance of the Telecommunications Supervisor (TCS) and Telecommunications Manager (TCM).

The Assistant Telecommunications Supervisor (ATCS) is an essential position which assists the (TCS) with supervising the overall operations of a DPS/Telecommunications Center (TCC) as-well-as work a position on the radio and/or NCIC terminal. On-call 24 hours a day, 7 days a week to respond to emergencies. Must be able to work 12-hour rotating shifts.

Additional Comments

This position is an essential position which requires working on rotating twelve (12) hour shifts which includes days, nights, weekends, holidays and irregular hours on short notice. Shifts are scheduled based on center needs to cover shifts 24-hours a day, 7 days a week. Must work a minimum of 40 hours weekly. Responsibilities include providing immediate response to emergency situations and determine required action in a calm manner. On call 24 hours a day, 7 days a week to respond to emergencies.
