SUMMARY OF DUTIES:
The AVP Major Programs - Airo Fleet Expansion is to provide leadership in the area of technical liaison (including any potential hardware and software changes) and commercial negotiations for the procurement of optional rolling stock to support Intercity passenger rail service both directly for Amtrak and for our State partners. Currently Amtrak is assessing its fleet needs and has 130 options with its current rolling stock supplier. In the very near future, we see that our State partners under the Corridor development program will look to Amtrak to help them provide rolling stock for their service needs.

The AVP would be responsible for the execution and management of these options and working with all relevant Amtrak stakeholders and State partners in developing strategy to meet their fleet needs via the execution of options. The AVP Major Programs - Airo Fleet Expansion should have a broad-based management experience with strong experience specific to Rail & Transit. The ideal candidate would have experience managing the following disciplines and the be familiar with the requirements of each: current rolling stock trends; rolling stock manufacturers; commercial and procurement acumen.

ESSENTIAL FUNCTIONS:

  • Develop a strategy in concert with other Amtrak departments and State partners for the execution of Airo options, including funding strategy and associated requisite approvals (DOT, Board, etc.).
  • Lead the overall development, progress, and performance of project procurements and execution within the approved scope, schedule, and budget, and ensuring adequate and timely support is obtained from the appropriate stakeholders, VPs, and ELT members to successfully execute their work while maintaining the safety and quality ethos of Amtrak.
  • Managing the commercial relationship with current rolling stock supplier and any future suppliers for the successful execution and delivery of all options.
  • Support early project development work by other departments to enable successful project approval and funding of trainsets.

MINIMUM QUALIFICATIONS:
  • Bachelor\'s degree in, Project Management, Engineering, Law, Business, or related field.
  • Experience working in procuring and executing on rolling stock contracts in excess of $1m including demonstrated ability to creatively problem-solve to address unique project specific challenges/opportunities.
  • Experience with Procurement and/or negotiating project-related agreements.
  • Minimum of 15 years of experience in the development and/or delivery of complex programs, portfolios, and projects.
MINIMUM KSA (Knowledge, Skills and Abilities):
  • Expert level experience contract management, project management, change order management and intercity passenger rail rolling stock. Deep understanding of, effective contract management and how to drive progress and project performance.
  • Proven track record of supporting rolling stock procurement.
  • A demonstrable track record of delivering value for money outcomes on large complex programs, ability to drive decision-making through risk and data-based analysis. Experienced with building inter-departmental consensus or support for solutions.
  • Strong Leadership skills, with proven ability to play a key role in leading technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
  • Expert in collaboration, strategic alignment across all levels of both internal and external organizations and with track record of successful and diplomatic coordination across myriad stakeholders with competing objectives. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak\'s strategic interests are achieved and cost, schedule and scope outcomes are achieved.
  • Executive level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive, board and congressional level reports, proposals, and other related information.
  • Executive Level Proficiency in Project Management core competencies: (scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications).
PREFERRED QUALIFICATIONS:
  • Master\'s in business, Law, or Project Management / Construction Management
  • Experience with capital delivery within railroad operating environment preferred.
WORK ENVIRONMENT:
  • Hybrid based environment.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

The salary/hourly range is $209,910 - $272,050. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee\'s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee\'s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
