Job Information

Open to the general public and any current Municipal employee.

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

DEPARTMENT: Anchorage Water & Wastewater Utility (AWWU)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 3000 Arctic Blvd

Example of Duties

Organize response to water/sewer emergency situations by communicating the problem, reacting appropriately to minimize damage, and dispatching field service personnel or appropriate personnel from other emergency agencies. Maintain Field Service scheduler for Field Service Journeyman. Assist customers on phone and at the Field Services public counter.

Receive, review, and track private system plans from submittal to approval through a complex checklist process ensuring compliance with the AWWU Design and Construction Practices Manual (DCPM) and the Municipality of Anchorage Standard Specifications (M.A.S.S.). Respond to field locate requests for construction projects. Handle requests from engineers, inspectors, privately owned utilities, licensed and bonded contractors/excavators, and private homeowners.

Research connection records, read and comprehend engineered record drawings to inform locate requestor of procedures for locates in differing circumstances. Issue on-property (extension), main tap (connection), disconnect, repair, and Red Top hydrant use permits using AWWU permit system.

Prepare reimbursable accounts for plan review and inspection deposits. Process various fees and refunds associated. Explain billing methodologies to customers; quote appropriate permit and private system fees. Perform data entry in support of the Cross Connection Control Program (Backflow) and in support of establishing new accounts for billing. Establish online service orders for water turn off/turn on for repairs, after hour reports, emergencies, investigations, repair permits, meter repairs and servicing, and other service orders needed to maintain compliance with the Backflow program.

Maintain historical water/sewer connect records and as-built files for parcels located within the Municipality of Anchorage. Read and comprehend maps and connect records in order to answer connect inquiries from internal and external customers. Use software to draft new main line connections, create and update billing service nodes including attributes, maintain GPS point data, and update maps as needed based on research of record drawings and historical connect records. Perform other related duties as required.

Also participates in major emergencies or disasters as outlined in AWWU\'s disaster plan matrix, which defines each employee\'s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, seven (7) days a week, 24 hours per day.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED, or equivalent and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, code enforcement, and/or a related field and at least one (1) year of which must have been at the Engineering Technician I level with the Municipality or the equivalent elsewhere.

OR

Associate\'s degree in Engineering, Drafting, Computer Assisted Design (CAD), or a discipline specific to the department and at least one (1) year of which must have been at the Engineering Technician I level with the Municipality or the equivalent elsewhere.

Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

All required certifications and licenses must remain current for the duration of employment.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual\'s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
