Bilateral Affairs Program Analyst

Competitive Innovations, LLC (CI) is seeking a Bilateral Affairs Program Analyst to support the U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs, Office of Science and Technology Cooperation (OES/STC). The position provides assistance in overseeing engagements, programs, and policy development related to science, technology, and innovation (STI) for the OES/STC office. This position will support the Office Deputy Director, and work on a team under the oversight of a Team Lead. This is a full-time position located in Washington, D.C.

Responsibilities:

  • Conduct Strategic Planning for International Science, Technology, or Innovation Engagements
  • Complete an engagement strategy for each country, multilateral organization, or topic assigned
  • Suggest engagement plans, with specific action items identified for the short-, medium-, and long-term, in coordination with Embassies and Desk, as well as other elements of OES and the interagency
  • Incorporate U.S. science priorities and foreign policy objectives into strategies
  • Analyze effectiveness of STC programmatic and other activities in achieving Department and broader U.S. government policy goals and regulatory and financial requirements
  • Support U.S. Science Diplomacy Efforts
  • Assist in efforts to advance science diplomacy through a spectrum of activities, including but not limited to bilateral meetings, consultations, visitor programs, advocacy, outreach, and programmatic activities
  • Assist Officers at Post in understanding the principles of STI engagement and how to conduct Post-led such engagement activities
  • Provide support to OES and department officials participating in international STI related meetings and events
  • Communicate and Coordinate with STI Stakeholders
  • Develop a wide array of contacts in order to become a resource on country or topic specific science, technology, or innovation engagements
  • Maintain regular interactions with contacts
  • Seek briefings from all relevant offices in OES, as well as relevant offices in the geographic bureaus, INR, etc.
  • Understand the organizational structures of STI organizations in the U.S. and outside
  • Monitor Worldwide S&T Trends
  • Monitor worldwide science and technology trends and execute detailed analyses of specific trends that intersect with U.S. foreign policy interests
  • Identify international S&T capabilities in key advanced or emerging technology areas and partnership opportunities in countries that share U.S. values
  • Review and draft emerging technology trend assessments that will inform STC STI policy priorities
Essential functions of this position include: (as applicable)
Ability to travel domestically and internationally

Minimum Qualifications:
  • Active Secret Security Clearance
  • Bachelor\xe2\x80\x99s degree in relevant field
  • Minimum 4 years of experience
  • Superior writing and briefing skills
  • Excellent interpersonal and oral communication skills
  • Experience with U.S. foreign affairs/policy, especially pertaining to STI
  • Science, technology, or innovation expertise
  • Ability to establish and maintain liaison with officials
  • Strong organizational skills and attention to detail
  • Familiarity with the Department of State policies and procedures
