The is hiring for a Budget Program Specialist I, located in Honolulu. This position is responsible for performing the most complex budgetary, fiscal, and management analyses impacting overall City government operations and programs. Position serves as a principal staff specialist, technical advisor, and lead analyst to the Budget Program Administrator in one or more major segments or functional areas of the overall City and County government expenditure program and conducts the most difficult and sensitive assignments in this area, including personal services, legislation, city-wide policies and/or procedures.Duties and responsibilities include but are not limited to:

  • Collects, reviews, compiles personal services data (subject but not limited to salaries, overtime, premium pays, position information), expenditures and other subject areas of the operating budget, formulates methodologies through quantitative and qualitative means to monitor and analyze for all sources of funds throughout the year and prepares recommendations and reports.
  • Provides advice and assistance on interpreting collective bargaining agreements, legislative requests and city-wide programs involving the most difficult and complex issues.
  • Serves as designated lead and technical expert to manage the operating budgeting system (currently, Advantage Budgeting System) of the City\'s C2HERPS project, which is a complex information system that integrates financial, human resource, payroll, and budgeting functionality.
  • Responsible to coordinate and prepare system data on citywide basis; duties include: security, rollover, project, run and maintain city-wide salary projections, ensure accuracy and successful interfaces, and prepares/provides other citywide/departmental (sensitive) data preparation for users (department, analyst, and budget managers) of the system, and overall reconciliation of the system.
  • Develops and conducts analyses of departmental six-year financial expenditure projections and coordinates and prescribes departmental methodologies and proper input in preparation of the city\'s financial outlook.

EXPERIENCE REQUIREMENT:
Three (3) years of progressively responsible professional (post-Bachelor\'s degree/non-clerical) experience in budget analysis work, one (1) of which must have involved performing as a senior level worker regularly carrying out the most difficult and complex assignments.Applicable Skills:
  • Knowledge of principles, methods and techniques of budget analysis, fiscal management and management analysis.
  • Knowledge of policies, laws and rules relating to municipal budget processes.
  • Ability to apply budget analysis, fiscal management and management analysis principles, policies, and procedures.
  • Ability to research data and prepare clear and concise reports.
  • Ability to analyze and develop solutions for unusual problems, and recommend operational improvements and changes in policy.
QUALITY OF EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position. EDUCATION AND EXPERIENCE EVALUATION:
