Hampton offers excellent benefits, career and professional development, tuition reimbursement, flexible and/or remote work opportunities positions, and other benefits.The City of Hampton is seeking a Building Official who will be responsible for the coordination and supervision of all field inspectors and plans examiners whose work is ensuring the public's health, safety and welfare and ensure compliance and enforcement of all Federal, State and local laws and related ordinances.
Minimum Requirements

  • Bachelor's degree in architecture, building construction technology, engineering, public administration or related field of study is preferred plus a minimum of four (4) years direct work experience as an inspector in one or more of the following areas: plan review, structural inspection, plumbing inspection, mechanical inspection, electrical inspection or closely related experience.
  • Requires a minimum of four (4) years of supervisory experience.
  • A combination of education and experience equivalent to high school graduation or GED and a minimum of six (6) years of full-time equivalent experience as an inspector in one or more of the following areas: plan review, structural inspection, plumbing inspection, mechanical inspection, electrical inspection or closely related experience. Requires a minimum of four (4) years supervisory experience.
  • Must currently possess or obtain the Certified Building Official designation within twelve months of employment.
  • Must currently possess or obtain the following certifications within 18 months of employment:
  • Combination Residential Inspector;
  • Commercial Building Inspector General;
  • Combination Building Plans Examiner
  • Must possess a valid driver's license and must have and maintain a satisfactory driving record based on the City of Hampton's criteria. A background check related to this position is required.
Additional Requirements
  • Works independently and reports directly to the Director of Community Development. Requires effective communication with internal and external customers.
  • May require working non-standard hours including evenings and weekends. Requires extensive local travel.
  • The incumbent is considered xe2x80x9cessential personnelxe2x80x9d during City emergencies or at the direction of the City Manager, which may include long hours and unusual schedule. This is an exempt position.
Examples of WorkWhat YOU will be doing :
  • Responsible for the overall, leadership, management, administration and supervision of the building inspection/plan review functions in accordance with the Uniform Statewide Building Code and local ordinances. Prioritizes assignments, monitoring and tracking the status of inspections and plans review, performance management, employee relations, records management and related activities.
  • Prepares initial, mid-year and end-of-year performance evaluations of staff members to include meeting with each direct report during each phase.
  • Convenes and staffs the Local Board of Building Code Appeals.
  • Provides training and technical expertise for inspectors and plan reviewers related to code updates and enforcement policies and procedures. Develops standard operating procedures (SOP's) as needed.
  • Responsible for the issuance of certificates of occupancy, notices of violation, stop work orders, and court summons. Responsible for revoking permits and Certificates of Occupancy when applicable.
  • Reviews requests for modifications to the Uniform Statewide Building Code. Maintains an official log of all formal interpretations.
  • Periodically may participate in the review and drafting of amendments to City codes and ordinances.
  • Responsible for the department's Special Inspection's Program.
  • Participates in public seminars, workshops and presentations to create awareness of building code issues and serves on a variety of boards and commissions.
  • Meets with contractors, developers, design professionals and citizens to resolve building code concerns and interpret the codes.
  • Manages the third party elevator inspection/certification program.
  • Reviews Elevation Certificates for compliance with building code and zoning ordinance.
  • Participates on the regional and state levels of the building code organizations.
  • Assists with field inspections and plan review as needed.
  • Responds to after hours and weekend requests for a Building Official by the 911 Communications Center or the 311 Customer Call Center.
  • Leads and manages the Damage Assessment team activities for the department.
  • May be required to assist the Director in overseeing and managing emergency operations response for the department.
  • Performs as liaison between permit office and the 311 Customer Call Center for the field inspection staff and plan review staff for a variety of inspection, permit, plan issues and contractor information requests or citizen complaints.
  • Works collaboratively with other members of the department leadership team to develop and implement broad departmental goals, policies, objectives and strategies
  • Periodically may be required to work with multi-disciplinary work groups to accomplish specific City goals and objectives
  • Performs other related duties as required.
