Job SummaryThis position is a Division Manager responsible for directing the Borough\'s application and support services, including service desk, applications, and web, and providing oversight, direction, and mentoring to Division Staff and IT contractors.Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.This is a non-bargaining unit management position.Pay GradeS1 - S5 - DOEMinimum RequirementsBaccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience that provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.Ten (10) years of progressively responsible information technology, information security and risk management experience, inclusive of five (5) years of supervisory experience and five (5) years of management experience in a similar role. Experience with contract and vendor negotiations and management including managed services, and experience with Cloud computing/Elastic computing across virtualized environments is desirable.Possession of or ability to readily obtain a valid driver\'s license issued by the State of Alaska for the type of vehicle or equipment operated.Completion of required Incident Command System (ICS) courses in accordance with established Borough policy. Must successfully pass a pre-employment background check.Duties/Responsibilities

  • Provides leadership and management oversight of all daily activities in the division; develops, implements, monitors and executes a strategic, comprehensive enterprise business application program; leads the development of the division\'s overall approach to address and meet the desired goals and outcomes
  • Hires, trains, assigns, schedules, directs, supervises, evaluates and disciplines division personnel; sets priorities and deadlines; reviews and approves personnel time and expense reports.
  • Assesses the financial needs based on the Borough and department\'s objectives and guidelines, evaluates these requirements, develops and manages the program budget, and monitors expenditures.
  • Partners with department management to develop priorities, strategies, and goals.
  • Researches developments in the field and makes recommendations for the implementation of new technologies, standards, processes, policies and procedures.
  • Responsible for the development and implementation of division related policies and procedures.
  • Collaborates with other agencies; acts as an advisor, and builds and maintains relationships across the stakeholder community. Oversees and manages IT inventories, ensuring accurate tracking and maintenance of hardware, software, and equipment stocks.
  • Manages assigned IT projects.
  • Directs and coordinates the work of assigned contractors.
  • Confers with assigned personnel to provide technical advice and to resolve problems, review status reports and address issues; reviews reports to identify and mitigate problems; facilitates post-incident discussions.
  • Ensures that technology training is available to all Borough employees.
  • Alerts, and coordinates with, appropriate department personnel in the event of emergencies, outages, and other conditions requiring response.
  • Ensures projects, programs and portfolios are aligned to operational and strategic objectives and prioritized according to business goals.
  • Performs the duties of the Director of Information Technology during his or her absences as assigned, and performs the duties of other information technology division managers in their absence as requested.
  • Manage and provide IT-related assistance during emergency incidents under the Incident Command System.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
  • Performs related duties.
