DescriptionIMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $5,918, SR-24D to $7,787, SR24K, per month at which appropriate qualified employees can be verified.) IMMEDIATE VACANCIES:

Department of Fire & Public SafetyPerforms the full range of project development and coordinative work in managing assigned property development and capital improvement projects from initial project definition and budgeting to completion of construction and warranty period; and performs other related duties as required.
Distinguishing Characteristics:This class is distinguished by its responsibility for providing the full range of property and capital improvement project development work. The work includes involvement in initial project definition and budgeting through construction and warranty period; the evaluating and reporting on project activities; and overall coordination and management of all assigned projects.Examples of DutiesThe following are examples of duties and are not necessarily descriptive of any one position in this class.   • Conducts and coordinates general short and long range capital improvements planning and cost estimation.
  • Assists in the development and implementation of policies, procedures and standards relating to the planning, acquisition, design, construction and inspection of CIP projects.
  • Coordinates the planning, land acquisition, design, construction and inspection of construction of approved CIP projects.
  • Coordinates the preparation of professional and technical planning, engineering and surveying reports of CIP projects.
  • Attends meeting and conferences with government agencies, the Mayor and community groups concerning the planning, development and improvement of CIP projects.
  • Acts as liaison to accomplish project planning, environmental review, design, required permit application and processing, and construction.
  • Reviews consultants\' drafted plans and specifications for CIP projects and makes recommendations for revision prior to finalization.
  • Initiates and coordinates requests for proposals, competitive bid award, and contract execution processes.
  • Reviews CIP project bids and bid summaries and negotiates bids and scope of work for CIP projects with applicable department heads, consultants and contractors.
  • Reviews, analyzes, evaluates and formulates recommendations on consultant contracts for CIP projects as to scope of work, fees, direction of work, and progress payments for work completed.
  • Monitors work of project design teams, including architects, landscape architects, engineers, contractors, etc., in order to verify work performance and adherence to design goals, and to insure quality of work and compliance with project scope, specifications, budget, and schedule.
  • Makes on-site construction inspections while work is in progress and upon completion and recommends progress payments and final payments.
  • Prepares oral and written status reports on CIP projects that are under construction.
  • Maintains project documentation, and initiates and monitors warranty work requests during warranty period.
  • As assigned, monitors progress of projects and expenditures of other CIP projects under construction in other departments that may not be directly under the coordinator\'s control.
Minimum Qualification RequirementsTraining and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor\'s degree in construction management, engineering, architecture, public or business administration, or a related field and four (4) years of professional construction management experience that shall have included the coordination of multiple project design and construction activities.License Requirement: Possession of a motor vehicle operator\'s license valid in the State of Hawaii (equivalent to Hawaii Type 3).Knowledge of: construction techniques and standards; legal requirements of building, plumbing, electrical, fire and health regulations as they pertain to building construction; fundamentals of structural, electrical and mechanical engineering as applied to architectural design; fundamentals of civil engineering and landscape architecture; property development; governmental finance administration and budgeting; and report writing.Ability to: read, comprehend, interpret and apply rules, regulations, policies and procedures applicable to project development; prepare building specifications, and estimates of costs and quantities of materials; deal effectively with others in planning, organizing and coordinating work; obtain and analyze data; maintain records; make field inspections to check workmanship of contractors and project progress; present ideas clearly, concisely, and effectively orally and in writing.Health and Physical Condition:Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.Physical Effort Grouping: LightAPPLICATIONS MAY BE FILED ONLINE AT:If you have never applied for a job using the NEOGOV system, you must create an account.
