The position is located on Oahu (Downtown Honolulu).

Duties Summary

------------------


The incumbent in this position will engaged primarily in providing technical support to the Captive Administrator in carrying out the function of the Captive Branch. The technical support includes a program of financial surveillance of captive insurance companies, monitoring for solvency, conducting or coordinating field examinations of captive companies; and analysis of captive applications and business plan amendments within the context of applicable Hawaii Statutes.

Minimum Qualification Requirements

Education:

Graduation from an accredited college or university with a baccalaureate degree including or supplemented by 12 semester credit hours in accounting and/or auditing subjects.

General Experience:

One (1) year of professional experience in accounting or auditing which required the knowledge and application of generally accepted professional accounting and/or auditing principles and practices.

Specialized Experience:

Three (3) years of professional experience in accounting in the insurance field or of auditing or financial examination of insurance business operations which provided knowledge of the insurance industry organization, operations and practices; and laws, rules and regulations governing the conduct of such businesses.

Supervisory Experience:

One (1) year of professional accounting or auditing supervisory or "auditor-in-charge" experience which included such duties and responsibilities as coordinating and assigning work, evaluating or participating in the evaluation of performance, providing technical assistance in difficult problem cases, and conducting training of subordinate professional auditing or accounting personnel.

Knowledge:

Understanding the state laws, rules and regulations governing the conduct of the captive insurance business; principles and practices of accounting and auditing; captive insurance industry organizations, operations and practices; financial and annual statements developed and/or approved by the NAIC.

Skills/Abilities:

Ability to effectively plan, organize, coordinate, and perform a program which examines the solvency and practices of captive insurance companies; skill and ability to analyze financial operations, detect and thoroughly analyze problems; interpret financial reports, laws, rules and regulations pertaining to the captive insurance business; prepare clear and concise written and oral reports; supervisory skills; and maintain effective working relationship with others.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
