Job Summary: Cognitive Medical Systems is seeking a highly motivated and experienced Capture Manager to join our team and lead business development efforts across the Department of Veterans Affairs (VA), Defense Health Agency (DHA), and the Department of Health and Human Services (HHS). The successful candidate will play a crucial role in identifying, pursuing, and capturing new opportunities within these federal agencies, contributing to the growth and success of our organization. Key Responsibilities:

• Identify and evaluate potential business opportunities within the VA, DHA, and HHS markets. This includes staying informed about agency initiatives, upcoming procurements, and market trends.
• Develop and execute capture strategies for targeted opportunities. Collaborate with cross-functional teams to define win themes, competitive differentiators, and pricing strategies.
• Lead the development of high-quality proposals, ensuring they align with client requirements and agency expectations. Coordinate proposal efforts, including teaming agreements, subcontractor management, and compliance.
• Cultivate and maintain strong relationships with key stakeholders, decision-makers, and partners within the VA, DHA, and HHS. Establish a strong industry presence and leverage existing connections.
• Conduct in-depth market analysis to identify emerging trends, customer needs, and competitive intelligence. Use this information to inform capture strategies and business development efforts.
• Assess potential risks associated with pursuing specific opportunities and develop mitigation plans to minimize those risks.
• Manage capture budgets effectively, ensuring cost-efficient use of resources throughout the capture process.
• Ensure all capture activities comply with federal regulations, company policies, and industry standards.
• Provide regular reports and updates to senior management on the status of capture efforts, including progress, challenges, and potential areas for improvement.

• Bachelor\'s degree in business, healthcare, or a related field (Master\'s degree preferred).
• Minimum of 5 years of experience in capture management, business development, or sales within the federal healthcare sector.
• Domain experience with healthcare IT and related programs.
• Strong understanding of the VA, DHA, and HHS procurement processes and regulations.
• Proven track record of successfully capturing and winning federal healthcare contracts.
• Excellent communication, negotiation, and presentation skills.
• Ability to work effectively in a collaborative, cross-functional team environment.
• Strong analytical and problem-solving abilities.
• Eligibility for or possession of required security clearances is a plus.
