Whitfield County (est. pop. 102,942) nestled in the northwestern corner of Georgia, is strategically located within easy driving distance of major urban hubs like Chattanooga and Atlanta, granting residents and visitors convenient access to big city amenities while preserving the county\'s cherished tranquility.
The County is seeking a Chief Appraiser to lead and manage the day-to-day operations of the County Appraisers Office. Reporting to the Board of Assessors, the Chief Appraiser leads property appraisal staff, directs day to day operations, and manages the operation of the county property appraisal system. Additionally, the Chief Appraiser certifies and signs documents prepared by the staff and implements procedures for the effective, efficient, accurate and responsive operation of the County Appraiser\'s Office. The incumbent formulates long and short-range goals, objectives, and plans; develops policies and procedures; and ensures that all operations comply with policies, procedures, and related State laws.

Additionally, the Chief Appraiser:
\xc2\xb7Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals as the Chief Administrative Officer of the Appraisal and Office Staff.
\xc2\xb7Monitors and evaluates department programs and services, evaluates individual and team performance, and identifies and implements changes to maximize use of resources and achieve established goals and objectives as directed by the Board of Tax Assessors.
\xc2\xb7Works with the GIS department to facilitate the mapping of parcels, parcel splits, new subdivision plats and deeds, supervises the editing and maintenance of property mapping databases, oversees the preparation of the Tax Digest, and prepares and reviews annual consolidation and total sheets by tax District for review by the State Department of Revenue and meeting established regulatory timelines.
\xc2\xb7Supervises research, studies, and analyses internal ratio, property management compliance issues, market issues, and proposed legislation and prepares reports of analyses, findings, and recommendations. The Chief Appraiser also identifies areas with property value problems, develops and implements corrective actions or solutions, and provides guidance to staff regarding difficult and upper-level appraisal issues, tasks, or the interpretation of policies.
\xc2\xb7Responds to inquiries and provides information to the property owners, taxpayers, public, elected officials, government agencies, the media and other departments regarding property values, ownership, and other department issues; and reads, responds and/or assigns communications received via e-mail, telephone, and written correspondence.
Additionally, the Chief Appraiser serves as the custodian for all appraisal records, tax maps and related data residing in the Tax Assessor\'s office and directs the establishment and management of department records, files, and databases.
Compensation and Benefits
Whitfield County offers a market competitive salary in the $110,000 to $130,000 range, depending on qualifications and experience. Desired Qualifications
Qualified candidates will possess an associate\'s degree from an accredited college or university in real estate, business administration, public administration, finance, economics, or a closely related field, and at least five (5) years of related professional experience in property appraisal and assessment work, possession and maintenance of Appraiser IV Certification from the State of Georgia and a valid Georgia driver\'s license are preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for the job.
The county will consider an individual who possesses an Appraiser III Certification with the condition that they will secure an Appraiser IV Certification within one year of employment.
