Minnesota Valley Transit Authority (MVTA) is the second largest transportation agency in Minnesota, and serves seven cities throughout the south metropolitan area, spanning Dakota and Scott counties. MVTA operates 25 routes, including local service, express peak-oriented service, reverse commute service, suburb-to-suburb service, as well as first-last mile micro-transit service, MVTA Connect, and special service offerings. MVTA is situated primarily in Burnsville. MVTA administrative and operating facilities include the Burnsville Transit Station, Burnsville Bus Garage, and Eagan Bus Garage. POSITION SUMMARY

Under policy direction from the Chief Executive Officer (CEO), the Chief Operating Officer (COO) oversees and provides work direction of MVTA\'s transportation services, maintenance services, safety and risk, and transportation facilities. The COO oversees the development and preparation of short-term and long-rang plans and budgets pertaining to MVTA\'s operations. This collaborative position ensures internal and external communication, safety, and the customer experience is a priority.

JOB DUTIES OR ESSENTIAL FUNCTIONS

The essential functions of the position include, but are not limited to the following:

• Provides executive level direction on all activities, policies, and procedures pertaining to operations; and ensures that all programs are appropriately budgeted, planned, organized, and staffed to meet Agency\'s business objectives.

• Plans, manages, develops, organizes, and directs the activities of multiple operations departments; including Transportation, Fleet, Maintenance, Safety and Security, Facilities, and/or others assigned by the CEO.

• Collaborates in the development and implementation of agency-wide and departmental goals, critical business outcomes, key performance indicators, policies, procedures, and plans.

• Oversees facilities design, construction, and maintenance; plans for new facilities and improvements and expansion of existing facilities.

• Develops and presents written and oral reports and analyses on a wide variety of highly complex transit service issues.

• Consults with and makes presentations to the MVTA\'s Board of Commissioners, contract representatives, community groups, and members of the public on a wide variety of complex and multi-faceted transit service issues.

• Provides expertise and advice regarding staffing decisions, including recommendations for hiring, promotion, and termination; coordination of training; and the implementation of discipline and remedial measures.

• Participates in various contractor/management committees and projects, and participates in problem-solving, grievance resolutions, and other related labor relations activities. Provides technical direction to managerial, professional, and technical staff in carrying out assigned functions.

• Directs the preparation and administration of annual budgets for all areas of responsibility.

• Oversees a variety of reporting requirements for the agency, including NTD service, vehicle, safety and security, and facilities-related data.

• Develops, implements, and administers a variety of special projects.

• Represents the authority to external agencies and organizations; serves on committees and task forces.
