About the Position:

This position is located in the Department\'s Child Welfare Services division.

Child Welfare Services provides protective, risk and safety planning , and along with supportive services for children who are maltreated and for their families. This program also provides supportive and financial help to relatives, foster parents, and adoptive parents. Child Protective services/investigations, kinship care, foster care (including Independent Living services), adoption, and family preservation/in-home services are also provided through this program. Family Preservation/In-Home Services provide social services to families with children who are at risk of removal from home due to neglect or abuse. The Screening and Assessment Unit responds to allegations of suspected physical and sexual child abuse, neglect, and mental injury with an Investigative or Alternative Response. Foster Care services focuses on case management and reunification services to children and families where a child was removed from the home due to safety and concerns.

The Child Welfare Caseworker provides services to Child Welfare Services clients. The primary case workload will consist of one of the following: Child Protective Services assessment/investigations, In-Home/Family Preservation, , Out of Home Services including adoption, foster care/ kinship families and/or Independent Living Services. Other caseload assignments may include screening abuse/neglect reports; studying and supporting foster/adoptive families; and/or handling other specialized projects and responsibilities.

Position duties:

  • Writing reports and service agreements;
  • Implementing service agreements;
  • Supervising parent-child visits;
  • Serving as liaison with professional and community resources such as hospitals, schools, and other providers;
  • Preparing court reports and testifying; and,
  • Maintaining files and statistics, electronically and manually, as required.
Selected candidates for this position will be subject to a pre-employment medical exam, drug and alcohol screening and criminal history records check through the Maryland State Department of Public Safety and Correctional Services. Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries. Any applicant who fails the medical exam, background check or whose name appears on either of the registries may be disqualified from employment for this position.

Minimum Qualifications

Experience: One (1) year of professional experience in casework management which included short term counseling of individuals in the areas of family relationships and personal adjustments/development.

Education: Graduation from an accredited college or university with a Master\'s Degree in Counseling, Psychology, Social Work or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Experience and knowledge in client case management
  • Experience working with culturally-diverse populations
  • Experience in, and knowledge of, community resources and services for children and families
