The Air Force Civilian Service (AFCS) is looking for a full time civil engineer-GS-810-11 target 12 to work at Joint Base Elmendorf-Richardson, Anchorage, Alaska. The position is an Asset Manager, or otherwise known as a AMP Manager for underground Utility systems, such as water, sewer, gas, electrical, and electrical meters. You will provide maintenance and operations functions for the 611 CES Geographically Separated Units (GSUs) to include Wake Island, King Salmon Airport, Eareckson Air Station, for 17 active/21 inactive remote Alaskan and Hawaiian Long-Range Radar Stations (LRRS). Provide direct mission support to organization/missions, both host and tenant, as well as numerous outside agencies who utilize the sites. This announcement will be used to fill the position at entry grade level of GS-11 with promotion potential at the GS-12, or at the Full Performance Level GS-12. -Salary $90,236 - 130,179 -Position not eligible for telework or remote work -Travel authorized up to 25%-U.S. Citizenship required. -The work may require the employee to drive a motor vehicle. An appropriate, valid driver\xe2\x80\x99s license may be required for the position. -May act as project liaison with the Army Corps of Engineers or other design agencies as required. -The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements. -Must be able to obtain and maintain a Secret security clearance. -Work requires frequent travel away from the normal duty station on military and commercial aircraft. Further information about the 0810 series can be found at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/civil-engineering-series-0810/ Duties: -Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. -Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering. -Evaluates/recommends programs and development plans and advocates for project requirements. Performs project programming for the accomplishment installation sustainment, operation, and developmental objectives using required database and IT tools. -Performs work in facilities operations and maintenance (O&M) functions. Supports development of installation Activity Management Plans (AMPs) developing short and long range facilities and infrastructure priorities and requirements. -Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, or AF Civil Engineer Center. -Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): -Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines. -Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. -Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings. -Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions. -Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
