Salary: $5,713 to $6,949 per month (SR-24, Step D to I)
This vacancy position is a permanent, full-time position with the DEPARTMENT OF TRANSPORTATION.
Note: Hiring rates will be based on availability of funds, the applicant\'s qualifications, and other relevant factors.
Duties Summary
The Civil Rights Specialist V class serves as the department\'s principal subject matter specialist and advisor for one or more department-wide civil rights programs; and/or is predominantly responsible for performing the most difficult and complex program development and evaluation activities for one or more department-wide civil rights programs; and performs other related duties as assigned.
Such work involves performing extensive and intensive work in developing, implementing, monitoring and evaluating one or more of the department\'s civil rights programs; developing policies and procedures, and coordinating department efforts to ensure compliance with civil rights laws, rules, regulations and requirements, and resolving the most complex civil rights issues. A position in this class is delegated considerable independence in solving problems and dealing with officials of various agencies. The work requires frequent dealings with major, unprecedented and controversial matters involving difficult and complex administrative and technical problems requiring the identification of problem areas and development and recommendation of strategies, policies and solutions. May supervise the work of one or more lower level civil rights specialists.
This position is located in the Office of Civil Rights, Office of the Director, Department of Transportation. This position is responsible for ensuring overall departmental compliance with the American with Disabilities Act (ADA). The duties and responsibilities of this position include providing advice and assistance on all ADA matters; evaluating all Department of Transportation facilities, program, activities, services and employment practices; developing and implementing a departmental compliance plan; establishing new and revising existing policies, rules and procedures relating to ADA; and receiving and investigating grievances on programs, practices and employment.
This position will also provide technical assistance and expertise in the areas of reasonable accommodations, investigations and resolution of civil rights complaints, data collection methods and procedures; and securing and conducting civil rights training.

Knowledge of the V level: "Applicants\' knowledge of civil rights laws, rules and regulations; issues of and principles and practices governing a civil rights program(s) must be commensurate with the scope and level of complexity of the duties and responsibilities reflected in the respective class." Basic Education: Bachelor\'s degree from an accredited four-year college or university.
General Experience: One and one-half (1-1/2) years of progressively responsible professional or other responsible analytical work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems; and identifying, evaluating and analyzing issues involved and understanding and applying various statutory provisions, rules or regulations to determine and recommend appropriate courses of action. Such experience MUST have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques and prepare clear and concise written reports of findings and recommendations for action; and establish and maintain effective working relationships.
Specialized Experience: Two (2) years of progressively responsible professional work experience which involved responsibility for ensuring an agency\'s compliance with civil rights requirements in one or more areas (e.g., Americans with Disabilities Act, Disadvantaged Business Enterprises, Title VI, Equal Employment Opportunity); developing, implementing and coordinating a program/activities to ensure compliance with civil rights requirements; monitoring and evaluating program effectiveness and recommending improvements, e.g., new and revised programs, policies, procedures, and laws; investigating and participating in the resolution of civil rights complaints and charges; and advising agency personnel and others on civil rights laws and regulations and court rulings relative to interpretations and program implications.
Selective Certification Requirement (Americans with Disabilities Act Experience): In order to perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of ADA rules, regulations and accessibility guidelines; and the ability to coordinate the ADA program to ensure overall compliance with the applicable laws, rules and regulations; interpret and apply ADA policies, rules and procedures; and analyze and solve problems relating to ADA.
Therefore, certification of eligibles shall be restricted to those applicants who meet the minimum qualification requirements for the class Civil Rights Specialist V AND whose work experience included ONE (1) year of experience which demonstrated the ADA knowledge and abilities described above.
This experience may have been gained concurrently or separately in meeting the minimum qualification requirements for the class Civil Rights Specialist V.
