SummaryThis position investigates potential violations of technical zoning, environmental, nuisance, building, and other City codes through office and field work. May perform a wide variety of specialized worker duties for technical field inspections in the enforcement of city codes.The ideal candidate will have 12 months experience as a code compliance officer; be able to interpret and enforce codes, ordinances, and policies; experience documenting observations; skilled in tactfully and courteously dealing with the public, evaluating situations, and following procedures.At the City of Goodyear, you will be a part of an organization that values its employees as its greatest asset. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Acts as a technical field inspector working in the investigation of more complicated complaints and violations in the enforcement of City Codes.
  • Enforces City codes for zoning, property maintenance, nuisance, signage, fire, environmental, and housing safety ordinances. Conducts inspections, issues notices, performs follow-up inspections to ensure that corrective action has been taken, takes photographs, and removes illegal signage from right of way. Issues citations for code violations.
  • Prepares correspondence, staff reports, and technical documents to communicate violations and code compliance issues to citizens, elected officials, and staff.
  • Works with the City prosecutor to achieve successful prosecution and testifies in court.
  • Research information to aid in the investigation of code violations. Research Assessor\'s records and planning and building safety records.
  • Establishes and maintains positive and effective working relationships with citizens, especially in dealing with complaints and violations of City codes. Meets with citizens, answers phone calls, and attends public meetings such as HOA\'s and community meetings. Coordinates projects with community and/or city services such as community clean-ups.
  • Assists with graffiti abatement.
Requirements
  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum one year experience in a related field.
  • Certifications and Other Requirements: Valid Driver\'s License and AACE Certification in either zoning or property maintenance.
  • Reading: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.
  • Writing: Work requires the ability to write research and reports, letters to citizens, concise synopsis of data, meeting notes, general correspondence, memorandums and letters.
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
  • Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Comprehensive Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
  • Interpersonal/Human Relations Skills: Moderate - Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
12 Month Objectives
  • Proficient in Code Compliance Case Application (Accela) and all other applications pertaining to Code Enforcement
  • Proficient in Public Stuff or Customer Reporting Service System
  • Correctly utilizes the case tracking spreadsheet and data matches Code Application System
  • Knowledgeable of, and the ability to read and interpret, and enforce appropriate codes, and ordinances.
  • Knowledgeable in the processes required for enforcement.
  • Works collaboratively in a team environment
  • Ability to work independently, make sound decisions, and engage Goodyear residents (customers) with respect.
  • Ability to solve problems in a logical and methodical manner
  • Demonstrates the ability to identify process improvements and makes suggestions
  • Works collaboratively with the code enforcement team to draft standard work
  • Proactively suggests ideas on improving customer experiences and solutions to complex code enforcement issues
  • Develops positive and strong relationships with departments supporting code enforcement efforts such as Neighborhood Services, the Police Department, Public Works, and Parks and Recreation
  • Appropriately document code case activity so that any needed enforcement action can be successful.
  • Meet the set case investigation workload.
  • Knowledgeable of legal procedures related to the enforcement of codes.
  • Ability to prepare written reports, memos or other correspondence as needed.
  • Proficient in providing, documenting and presenting court cases as needed.
  • Obtained ICC certification in Property Maintenance or Zoning
  • Obtained CELA Level 1 Code Enforcement Academy certificate (CELA)
