Minimum Qualifications PROVISIONAL QUALIFICATIONS

Based on the results of the canvass of the current eligible list for the Code Compliance Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Code Compliance Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:
You must have an active certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434, or Part 1208 AND:

Either 1. seven years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff;

Or 2. an associate\'s degree** in architectural engineering, architecture, civil engineering, construction technology/management, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff;

Or 3. a bachelor\'s or higher degree** in architectural engineering, architecture, civil engineering, construction technology/management, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff.

**Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.

*Qualifying Experience: Experience in any combination of:

Either 1. the enforcement, inspection, development, or teaching of building codes or fire codes;

Or 2. the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

NON-QUALIFYING EXPERIENCE: Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building codes or fire codes; experience as a firefighter where responsibilities do not include conducting fire code or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

Duties Description The Code Compliance Specialist 2 duties in will include but are not limited to the following:

• Work independently on course development, revisions, and updates by a specified deadline. Evaluate highly technical code and building science requirements and develop effective and comprehensive training programs.

• Ensure that the content of course materials submitted to the Program Manager is comprehensive, accurate, explains the material clearly and concisely and is creative.

• Deliver training online and in large groups (300-400 students) to ensure that the training is delivered properly, accurately, and professionally. Mentor and collaborate with other CCSII staff in their performance and presentation of the class material. Provide guidance on how they can improve their delivery and meet the intended goals of the training.

• Assist in providing regional support across the state as assigned. Regional support in the form of training, technical assistance and potentially direct enforcement is provided as assigned.

• Support and direct staff in the form of training, planning reviews, inspections and responses to questions concerning the proper application of the codes and similar activities and ensure that they are technically accurate and provided in an effective manner.

• Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, concerning the local government programs for administration and enforcement of the Uniform Fire Prevention and Building Codes and State Energy Code.

• Prepare proposed written technical changes to New York State\'s code and International Model Codes and make oral presentations. Assist in updating New York State\'s Uniform Code, Energy Code, and other regulations.

• Review local laws and ordinances governing building construction.
