General Summary

The City of Charlottesville Communications Office is seeking a qualified candidate to join our team as a Communications Specialist who is highly motivated and who strives for success by demonstrating Charlottesville\'s Core Values of Leadership, Trust, Creativity, Respect, and Excellence.

This position is responsible for producing City productions for Government and Public Access Channels and websites and content management of department, channel, and City-wide web pages. Primarily and most frequently the work done here is performed independently, under general supervision. Reports to the Deputy Director of Communications.

The preferred hiring amount is between $22.51 - $26.01 Hourly ($46,820.80 - $54,100.80 Annually). Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City\'s retirement options, gym membership reimbursement (up to $34 a month), tuition reimbursement (up to $3,000 per fiscal year), and continuing education/training opportunities.

Essential Responsibilities and Duties
  • Assists with live streamed and taped City programming for the City\'s Government, Education, and Public Access Channels, City website, and City social networks.
  • Assists with virtual meetings, such as ZOOM, as required.
  • Responsible for content management of the Charlottesville Community Bulletin Board on Government Access Channel 10.
  • May assist in coordinating and scheduling weekly Sunday programming for Public Access Channel 13.
  • Operates a variety of television broadcasting equipment and performs routine minor maintenance on equipment.
  • Responsible for the setup and operation of field audio and video equipment for remote City forums, press conferences, and events.
  • Edits digital video productions for television and web playback.
  • Performs timely content revisions involving regular programming and promotions.
  • Assists with studio productions and producer registration at the Charlottesville Community Media Center (CCMC).
  • Provides technical assistance upon request to City staff and community members.
  • Provides input on multimedia training for City staff and community members.
  • Assists with community outreach efforts.
  • Provides weekly input to the Deputy Director of Communications, and Director of Communications.
  • Responds to requests made by internal and external clients.
  • Provides supportive assistance to media, citizen, and visitor inquiries.
  • Works a flexible schedule, including weekends and evenings as required.
  • Performs related work as required.
Education, Experience and Skills

Minimum Qualifications:

Minimum of two-year college or vocational course work with major course work in multimedia communications, journalism, or a related field; (one year of work experience may substitute for one year of the required education up to a maximum of two years substitution.)

Minimum of two (2) years of experience producing television or online content in a studio or field production environment required.

Must have some prior hands-on experience in producing live, multi-camera video productions, including knowledge of digital video switchers, character generators, audio mixers and digital recorders. Preferred Qualifications:

Television production background or experience working in a political or government media production capacity; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities preferred.

Skills: Strong interest in television broadcast operations; videographer skills including camera operation, lighting, post-production and a variety of media format knowledge; Experience with both Mac and PC operating systems; Proficiency with digital media production software including Adobe\'s Premiere Pro, Media Encoder, Audition, and Photoshop; Knowledge of After Effects and In-Design is a plus; Experience with broadcasting applications including NewTek\'s Tricaster is helpful; Proficiency in Microsoft Office applications including Word, Excel, Teams and Powerpoint; Knowledge of field audio and video equipment, including PA systems, mixers and microphones; Technically knowledgeable, resourceful and provide general maintenance and care for all studio and field equipment; Good interpersonal communication skills, strong customer service focus, and an ability to communicate effectively to a diverse audience; Strong writing, editing, content design, & desktop publishing skills; Strong verbal & written skills.

Physical Conditions & Additional Information

MEDIUM WORK: Ability to lift up to 50 lbs. occasionally and/or up to 30 lbs. frequently and/or up to 10 lbs. constantly to move objects. Physical demand requirements are in excess of those for Light Work. Usually when transporting or lifting video gear and other related equipment. Manual dexterity to operate A/V, computers and other equipment is required.

This position may be required to work weekends, nights, holidays, standby-by/on-call, emergency on-call, and/or weather-related emergency on-call. The majority of time spent in this position involves inside work. The noise level in the work environment is usually quiet.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City\'s Plan.

  • Choose from two options:
  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee\'s earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual\'s account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
