What you will do!
This position will develop deep, trusting relationships in the community and has extensive skill in community partnership building.

This position will conduct and participate in inter-agency community engagement workstreams within the 1115 Medicaid Demonstration Waiver implementation and ensures alignment, integration and collaboration with the 1115 Medicaid Waiver policy analysts who hold accountability for Health Related Social Needs (Housing, Nutrition, Climate) and for Waiver Transition Populations (Child Welfare, Residential Behavioral Health, Youth and Adults leaving Carceral Settings).

This position will provide strategy, planning and the discipline of community engagement to influence and validate policy, operations, and programmatic decision-making on key waiver benefits, supports and services. The position will provide community informed policy recommendations to the Senior Community Engagement Analyst and senior leadership, conveying the perspective of affected populations to help develop and administer a set of Medicaid benefits that are culturally responsive, linguistically appropriate, developmentally relevant, accessible, and high quality.

This position will act as liaison, advocate, and strategist for prioritizing community voice throughout iterative improvement cycles from concept and design to implementation and integration. This involves the translation of complex policy and operational plans, designs, and concepts into language that is accessible and actionable for different community members. This position will rely on program, policy, rule and regulatory expertise when representing the agency in a variety of settings \xe2\x80\x93 independently and in collaboration with other staff and leadership.

This position designs and promotes community engagement strategies to embed best practices into the Rule Making process, as well as facilitates alternative pathways for community engagement beyond the current Rules Advisory Committee structures. They will also train and support policy analysts across Health Systems Division on community engagement.

This position will facilitate and participate in fee-for-service engagement work, including the Open Card Lived Experience Advisory Workgroup, which brings policy and program expertise to multiple impacted, involved, and influencer groups and develops recommendations and stewards requests to subject matter experts and senior management throughout multiple Medicaid and OHA programs.

WHAT WE ARE LOOKING FOR:

Required Attributes:
Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.

A Bachelor\'s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Requested Attributes:
  • Preference may be given for the ability to read, write, speak and interpret English and one of the 5 most common languages in Oregon other than English (Spanish, Vietnamese, Chinese, Russian, and Korean) with full proficiency in a culturally humble manner.
  • Experience in advancing health equity, including effective delivery of culturally responsive and inclusive services, evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
  • Experience developing, implementing policies and programs at the community, state, and/or national level that promote equity and inclusion and address systemic health disparities, with an emphasis on integrating the voice of consumers with lived experience.
  • Experience in collaborating with diverse populations most harmed by social injustice and inequities; demonstrated ability to build and steward positive relationships with diverse community groups including communities of color, immigrant groups, the disability community, and other traditionally marginalized communities.
  • Knowledge about OHA/DHS contracts/interagency agreement administration, procurement, and project management.
  • Specific knowledge of Oregon Administrative Rules and Oregon Revised Statutes, other applicable regulations, and program requirements.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid Administration in Oregon, and experience in working with Community Mental Health Programs, Behavioral Health Service Providers, Coordinated Care Organizations or other managed care entities and their leadership to guide operations and policies.
  • Ability to provide organizational leadership to support inter-and cross-agency collaboration and systems-wide changes that support advocacy, equity, and client-centered policies and solutions.
  • Specific knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, iterative design, and improvement science.
  • Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust and transparency, and promote human-centered change management.
