Position Title: Construction Management Representative (Owner\'s Representative)

Employment Type: Part-time, with the potential to become full-time in the future.

Location: Remote, with intermittent site visits to Hawai\'i Volcanoes National Park/Haleakal\xc4\x81 National Park/Kalaupapa National Historical Park.

Salary Range: $80,000-$95,000 annually based on experience.

Period of Performance: 1,155 calendar days.

Project/Position Overview:

This project will rehabilitate approximately 60.57 miles of perimeter exclusionary fencing with 15 miles at Haleakal\xc4\x81 National Park, 40 miles at Hawai\xca\xbbi Volcanoes National Park (material purchase and delivery by contractor, installation by park day labor), and 9 miles at Kalaupapa National Historical Park. Exclusionary fencing is the primary tool to protect native ecosystems and watersheds from damage by large numbers of invasive non-native animals. Work includes replacing and upgrading fence segments, prioritized by areas with the fence segments that are the most urgent potential to fail or have already failed. Fence repairs will be contracted as well as accomplished by experienced day labor crews.

This role is contingent upon award.

Responsibilities and Duties:

• Provide technical assistance and support to CO during construction.
• Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
• Document issues encountered and problems experienced with the construction contractor.
• Review contractor\'s baseline and progress schedules.
• Draft project related correspondence for NPS to review and issuance.
• Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
• Deliver reports, reviews, evaluations, design work, etc. to CO.
• Review and process Construction Contractor\'s RFIs and assist in resolution, draft response, tracking, and follow up.
• Review the Design Build Contractor\xe2\x80\x99s baseline and progress schedules. Prepare and submit DSC Baseline Schedule Review Checklist, Schedule Update Worksheet, and Schedule Update Log

Required Education, Knowledge and Skills:

• 5+ years Construction Management Experience required.
• Minimum of OSHA 30-hour construction safety training required.
• Knowledge of project building codes, management concepts, understanding of authorities, and responsibilities.
• Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
• Ability to read and interpret plans, schedules, and other specifications.
• Knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
• Written and verbal communication, problem-solving, and conflict resolution skills
• Knowledge of software including Microsoft Project, Word and Excel.
• Maintain a valid driver\'s license.
• Qualified applicant must be able to pass a background check.
• Ability to walk or climb on a daily basis to observe contract performance.
• Ability to communicate effectively with a diverse range of individuals.
• Ability to multi-task and prioritize in a fast-paced work environment.
