Overview Milliman\'s Indianapolis Health practice seeks a Consultant, Child Welfare who will advise public sector clients on financing for child welfare and related children\xe2\x80\x99s behavioral health programs. Consulting projects will include analysis of public health program design, payment rate development, and analysis of provider/agency financial information. The ideal candidate will have a strong financial and analytical background combined with detailed knowledge of human services and other public health programs. Experience in child welfare and Medicaid programs is required. This position is ideal for a self-starter interested in a fast-paced, high growth opportunity with a progressive employer. This person will work with actuarial, finance, and other consultants as part of a multi-disciplinary project team. Responsibilities

  • Analysis of child welfare data related to placement settings and services for the purposes of developing provider, maintenance, and administrative payment rates
  • Analysis of child welfare and Medicaid financial data for the purposes of developing payment rates
  • Project management related to payment rate development and finance projects
  • Facilitation of stakeholder discussions and structured focus groups
  • Coordinate with state agencies and stakeholders in a transparent manner to build consensus on payment rate methodologies
  • Develop and review payment rate models for foster care, behavioral health, and other social services supports
  • Collaborate with state agencies to design, develop, and implement outcome-focused and value-based payment mechanisms and incentives to drive outcomes
  • Recognition and identification of reporting errors and development of proposed solutions
  • Ad-hoc financial reporting on an as needed basis
  • Ensure quality control processes and procedures are followed
Qualifications
  • Program management and/or operations experience in a children\xe2\x80\x99s residential setting and/or experience with Title IV-E and other child welfare funding sources
  • Knowledge of child welfare, Medicaid, and other government health-related programs
  • Proficient in MS-Office software, including PowerPoint and Excel
  • Ability to work within a team environment and independently manage own work
  • Strong organizational skills with attention to detail to manage multiple projects at the same time
  • Strong written and verbal communication skills
Required:
  • MSW, MPH, MPP, or other related degree
  • 5+ years of experience
Preferred:
  • 10+ years of related experience within a leadership role
  • Previous experience with a strong focus on finance or analytics
  • Extensive knowledge of child welfare, Medicaid, and other government health-related programs
  • Experience with Medicaid managed care programs
  • Experience with reviewing and using data to inform decision making
  • Ability to communicate at all levels within the organization
Location This role is based out of the Milliman office in Indianapolis, IN, but candidates hired into this role may work remotely anywhere in the US. Compensation The salary range is $85,000 to $217,000, depending on a combination of factors, including but not limited to education, relevant work experience, qualifications, skills, certifications, location, etc. If overall experience is less than 10 years the range would be $85,000 to $173,000; for experience of greater than 10 years, the range would be $107,000 to $217,000. In addition, we offer a performance-based bonus-plan, profit sharing, and generous benefits.
