Summary

King County\'s Finance and Business Operations Division, Procurement & Payables section, is seeking to fill two Contract Specialist 1 positions!

This recruitment is to fill one Career Service position in the and one Term Limited Temporary (TLT) position. The TLT position is anticipated to end December 2025. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment.

The Career Service position will support Information Technology procurements (Software, Hardware, Software as a Service (SaaS), IT Consulting and Managed Services across the entire County, as well as providing expertise and insight into the technology marketplace.

The Term Limited Temporary position will support the procurement of Goods and Services on the Category Management team.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

  • Facilitate and manage multi-step procurement processes that include: Determine bidding requirements, selection criteria and general terms and conditions;
  • Develop scope of work and technical specifications with clients;
  • Prepare contract terms and conditions for execution Ensure compliance with applicable policies and procedures;
  • Hold evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff;
  • Facilitate contract negotiations between County agencies & suppliers;
  • Resolve disputes working with Prosecuting Attorney\'s Office and Risk Management;
  • Ensure compliance with applicable laws, regulations and contract terms and conditions; assist clients with post-award documentation;
  • Update and manage standard documents used in the procurement process.
Minimum Qualifications:
  • Knowledge of competitive procurement solicitations, contracting and vendor management.
  • Basic understanding of contract law, regulations, procurement methods, industry principles and best practices.
  • Have working knowledge of the Microsoft suite (Word, Outlook and Excel).
  • Strong communication, interpersonal, writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.
We would love it if you have:
  • Experience performing solicitations such as Invitation to Bid, Request for Proposals and/or Request for Qualifications for establishing contracts.
  • Oracle EBS and/or Oracle procurement Cloud.
  • Public procurement experience.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Other Position Information:
This position is Non-Exempt from the provisions of the Fair Labor Standards Act and is therefore is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is represented by Teamsters 117.

The work associated with this position will primarily be remote with time in office on a as needed basis.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
