Minimum Qualifications One year of permanent service as a Data Analyst 1 OR bachelor\'s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, AND three years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: A master\'s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred qualifications: Strong data analytic skills and programming experience using languages and tools such as SPSS, SAS, Python, R, Tableau, SQL, ArcGIS systems and others. Experience with data analytics and engineering technologies. Familiarity with healthcare and public health data.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Data Analyst 2, G-23, position in the Division of Forensic Services (DFS). DFS is responsible for managing, directing, overseeing and monitoring State mental health services to individuals involved with the criminal justice system, including: individuals with mental illness who are receiving inpatient, outpatient or community based services pursuant to Criminal Procedure Law (CPL) and Correction Law (CL); and sex offenders who are found to have a mental abnormality and confined to an OMH secure treatment facility, or released to strict and intensive community supervision and treatment, in accordance with Article 10 of the Mental Hygiene Law (MHL). The incumbent will lead planning and conducting application programming design, coding, and testing activities to support forensic operational needs.
Specific duties to be performed may include, but are not limited to, the following:
Design, support, troubleshoot and code applications utilizing Microsoft Power Automate, Sharepoint and Teams
Develop Use Cases, design application requirements, assess data structures, and build database tables for all forensic applications.
Develop and recommend adjustments to data systems to ensure policy and program decisions are made based on accurate information.
Coordinate tests to ensure that business solutions are consistent with defined needs.
Monitor and evaluate changes in program performance data, identifying differences and proposing solutions for corrective actions.
Utilize knowledge of SQL and relational database design, as well as experience with manipulating and importing data from flat files, to improve forensic operations and work processes.
Assist with various design activities such as creating program specifications, workflow diagrams or structured charts, and logical data models.
Prepare comprehensive written reports containing analysis and interpretation of forensic data for internal and external use.
Research data sources to improve automation and efficiencies; participate in meetings to discuss, and then design, low-code applications (e.g., Sharepoint, Teams) to meet program needs.
Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement.
