PURPOSE OF THE JOB

Provide support to the Controller for Debt Management in carrying out the essential functions of the Debt Management Department operations, including preparing and processing debt service payments, the management of the Commonwealth\xe2\x80\x99s outstanding debt liabilities in its various bond programs; monitoring of existing variable rate securities; maintaining bond databases; and tracking of payments.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Prepare and verify each monthly debt service payment, including verification of payment amounts and the preparation of wire instructions and back-up support for the audit file.
  • Responsible for updating debt databases to reflect new bond issuances and refunded bonds including a monthly reconciliation with the database used by the State Comptroller\xe2\x80\x99s Office.
  • Coordinate with Department of Revenue Division of Local Services and Cash Management Department on State Qualified Bond debt service payments.
  • Coordinate with Administration and Finance and MassDevelopment on i-Cubed Bond debt service payments.
  • Maintain College Opportunity Bond and State Unemployment Insurance Trust Fund models
  • Maintain compliance tracking for bond proceeds spending and escrow details to prepare and submit proper compliance documents to trustees including coordinating arbitrage rebate calculations and related certification for timely submission to Internal Revenue Service.
  • Process invoice payments for Debt Department, track outstanding costs of issuance expenses, and monitor vendor contracts.
  • Track issuance of short-term debt, including line of credit draws, revenue anticipation notes, and/or variable rate demand bonds.
  • Pay bearer bonds/coupons/minibonds to individual holders and respond to customer inquiries related to bearer bonds.
  • Build and maintain excel models for internal Treasury use.
  • Work with bond counsel on closing State Qualified Bond Issuances.
  • Assist Senior Debt Analyst with providing updates to Investor Disclosure documents and bond offering documents.
  • Assist Communications Specialist with updates to Investor website.
OTHER DUTIES AND RESPONSIBILITIES
  • Prepare presentations on an as-needed basis including presentations to rating agencies and investors.
  • Participate as a member of the Procurement Management Team for solicitation of investment bank underwriting syndicates as well as solicitation of other third-party service providers including bond counsel and financial advisors.
  • Collaborate with the debt team as well as outside stakeholders (ie. Investment Banks, Financial Analysts, Bond Counsel) in the issuance of Commonwealth Debt.
  • Assist in other projects as directed by Controller or other members of the Department.

Qualifications

KNOWLEDGE, SKILLS & COMPETENCIES
  • Four-year degree in business, economics, finance, accounting or similar
  • Intermediate to advanced experience with MS Excel, MS Word, MS PowerPoint and MS Access.
  • Strong written and verbal communication and interpersonal skills.
  • Must be able to effectively handle multiple projects simultaneously in a deadline driven environment.
  • Must have the ability to work cooperatively and collaboratively with all levels of employees, management and external groups to maximize performance, creativity, problem solving and results.
  • The individual will be expected to take ownership and accountability of his/her work product.
  • Excellent organizational and problem-solving skills
  • Experience in finance and public finance with a technical understanding of tax-exempt bond market and the structure of the securities in the market is a plus.
  • Working knowledge of software applications such as DBC and Bloomberg is a plus.
