Duties
As a/an Deputy Assistant General Counsel, you will:
Supervise that portion of the work of the Personnel Law Division relating to litigation in connection with personnel and employment discrimination matters. More specifically, the incumbent:
Supervise staff attorneys involved with the litigation of Division cases to ensure that pleadings are filed in a timely manner, are procedurally and substantively correct and consistent with Departmental policy. Included in this monitoring function is overseeing central litigation docketing, case closings, and case status information and reporting.
Provide guidance to staff attorneys about discovery, litigation strategy and provides assistance to junior attorneys in trying cases before administrative agencies.
Provide technical guidance to HUD field offices in connection with personnel, labor and employment discrimination issues.
Maintain a thorough working knowledge of all aspects of each civil or administrative case, including legal research, strategy formulation, discovery proceedings, written motions, oral argument, settlement negotiation, direct and cross examination of witnesses, trial practice and appeals.
Maintain a thorough working knowledge of federal personnel, labor relations and equal employment discrimination laws, regulations and case law interpretation.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Basic Requirements: Applicants MUST: (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described in the vacancy announcement.
AND
Specialized Experience: For the GS-15: You must have one year of experience at the GS-14 grade level or equivalent in the Federal service. Specialized experience for this position is defined as:
- Experience analyzing and applying laws, rules , regulations and related authorities concerning Federal sector EEO, civil rights, labor-relations employment and personnel law; AND - Experience providing, and supervising legal staff who provide, oral and written legal opinions/advice on Federal sector employment, personnel, EEO, labor relations or other substantive issues; AND - Experience litigating and supervising litigation before administrative bodies such as the Federal Labor Relations Authority, Merit System Protection Board, EEOC, Office of Special Counsel, arbitrators as well as federal courts; AND -Experience managing a legal office/team including providing effective advice on difficult and novel legal issues, managing a heavy workload and developing and maintaining highly collaborative and productive working relationships with staff, clients, other agencies and stakeholders, and the public.
For the GS-15, you must:
Have a professional law degree (LL.B. or J.D.), plus five (5) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service.
OR
Have a second professional law degree (LL.M.) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service.
OR
Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school\'s official law review, significant summer clerkship or other evidence of clearly superior achievement) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
Attorney positions do have an education requirement.
