JOB ANNOUNCEMENT
DEPUTY TREASURER

SUMMARY OF DUTIES: Plans, organizes, and supervises the recording of all City moneys received and disbursed; and participates in the investment of City funds. Serves as the key operations person in the Office, and supervises department staff. Supervises the receiving, recording, and reconciling of revenue received from taxes, fees, grants, investments and other sources of City income. Projects cash flow of City and prepares information for investment of idle funds. Arranges wire transfers. Administers employee retirement funds for General City, Police, and Fire plans. Counsels retirees and employees on pension programs. Coordinates with Board of Education regarding education funds. Prepares investment analysis, and narrative and statistical reports. Prepares information for the Annual Comprehensive Financial Report and Pension Actuarial Valuation. Processes debt billing and maintains records for short term notes and long term debt. Reconciles pension and investment accounts. Performs other related duties.
QUALIFICATIONS: Bachelor degree in Accounting, or closely related field. Three years experience in responsible accounting, banking or investment advisory work. Good working knowledge of governmental accounting; internet accounting controls; electronic processing and banking; laws and regulations related to municipal investments, and the issuance of municipal debt; auditing and financial reporting related to cash, investments, and debt; and automated financial and treasury management systems. Good knowledge and administration of pension programs; and good knowledge of systems analysis and implementation. Ability to reconcile bank and investment accounts. Requires excellent oral and written communication skills. Supervisory experience desired.
LICENSE OR CERTIFICATE: Bonding as required according to CT General Statutes and City Charter.
SCHEDULE & HOURS: Monday through Friday, 8:30 .a.m. to 5:00 p.m. (subject to change to meet department needs), may be required to attend night meetings. Full time position, 37\xc2\xbd hours.

SALARY RANGE: $78,047 - $101,333/year.
