Duties Summary
------------------
The Hawaii Community Development Authority (HCDA) has responsibilities for the planning, regulation, and development of underutilized areas of the State as designated by the Hawaii State Legislature. Currently, the HCDA is responsible for the redevelopment of the Kakaako Community Development District, Kalaeloa Community Development District, Heeia Community Development District, Transit-Oriented Development Infrastructure Improvement District, and the Pulehunui Community Development District. The HCDA is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
The primary function of this position is to (re)develop State and/or HCDA-owned assets. (Re)Development of State and/or HCDA-owned assets are specific to advancing the objectives of the specific district in which the asset is located, or the objectives of the State agency that owns the asset. These activities include the planning, design, and construction of these projects.
Minimum Qualification Requirements

Knowledge: General Private and public development, including planning and financing; zoning; real estate or property management, including land appraisal techniques; environmental issues; the real estate market; and effective communication and negotiation techniques.
Skills/Abilities: Conduct the planning and real estate development activities of a major community development district project affecting broad areas of development and community life; exercise independent judgment and provide sound advice on planning and development matters; negotiate effectively; manage and work effectively with others; and communicate effectively orally and in writing.
Education: Graduation from an accredited college or university with a baccalaureate degree in planning, engineering, land development, architecture, business or public administration, or other related field.
Specialized Experience: Five (5) years of progressively responsible experience in project development and management, real estate development, professional planning, or other related experience.
Supervisory Experience: Two (2) years of professional supervisory work experience which included planning the work of other professional workers, including assigning and scheduling their work, advising them on difficult or potential problems, evaluating their work and taking disciplinary action.
Valid Driver's License required.
Citizenship Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

This position is exempt from the civil service and considered temporary in nature.
