Job Description





Purpose of Position:
To manage the Railroad Operating Practices program by enforcing compliance with the ARRC\xe2\x80\x99s operating rules and the FRA\xe2\x80\x99s rules. This position includes oversight of ARRC operating rules and practices, the administration of federal drug and alcohol control programs, hours of service for railroad employees involved with the movement of trains, federal locomotive engineer and conductor certification standards, occupational safety conditions, reporting of employee training and qualification, and onboard train assessments of engineers and crews.

Duties and Responsibilities:
Oversees day-to-day implementation of all ARRC transportation safety activities including but not limited to safety audits, accident and injury investigations, complaint investigation, operational monitoring, and derailment prevention.
Ensures ARRC compliance with applicable federal and state workplace and worker safety laws and regulations. Coordinates with other ARRC Officials to ensure compliance of employee and operating safety, training, and certification programs with ARRC policies, procedures, labor agreements, and employment laws. Review the department\xe2\x80\x99s administrative rules, policies and procedures for compliance with federal regulations, and recommend revisions.
Maintains quality and consistency in operating rules development, interpretation, testing, and enforcement by providing technical guidance and direction to the Road Foremen, and Operating Rules staff. Observes operation of railroad locomotives and rolling equipment and railroad employees in the performance of operational duties related to movement of trains to determine compliance with program regulations and laws.
Develops and delivers training for railroad employees in the proper interpretation and application of federal and state rules and regulations.
Supervises and assists with the development of safety and operating training. Participates in the safety and operating training as needed. Ensures documentation of required safety and operating training.
Controls the maintenance of relevant databases, including injury and incidents, derailments, and training, ensuring data standards are met and records are accurate and in compliance with federal and state regulations.
Prepares and adheres to annual budget for Safety, Rules and Operating Practices Section.
May be required to drive ARRC vehicle

FACTOR 1: Technical and Operational Knowledge

Demonstrated thorough knowledge and understanding of the General Code of Operating Rules is required. Requires thorough knowledge of federal and state regulations governing the shipment of hazardous materials and the safety and health concerns related to the operation of railroads. Thorough knowledge of locomotive engineer and conductor certification programs. Thorough knowledge of the principles and practices of supervision. Familiarity with various types of railroad work such as car and mechanical operations, track maintenance, and train movement required. Experience leading injury, incident, and derailment investigations preferred. Must be able to communicate both orally and in writing. Knowledge of personal computers using word processing and spreadsheet software required. Knowledge of database software preferred. Must have a valid driver\xe2\x80\x99s license. Track car license preferred.

FACTOR 2: Analytical Skills & Impact

Utilizes above knowledge to administer daily safety activities. Analyzes changes in relevant regulations to determine impact on ARRC\xe2\x80\x99s operations and safety program. Ability to determine employee and supervisor training and education needs to reduce or eliminate potential accident related loss and the establishment of procedures to accomplish this objective. Must be able to analyze accident and illness data, statistics, reports, applicable legislation and job hazards to design appropriate education activities and operating rules.

The incumbent must successfully manage worker and operating safety, training, and certification programs within budgetary restraints.

FACTOR 3: Supervision and Control

Supervises a staff of Road Foremen (DSLE), and safety and rules professionals involved in a variety of tasks.

FACTOR 4: Communication

Contacts are with ARRC personnel, government agencies, vendors, and the general public. Contacts are for the purpose of gathering information and answering questions about employee and operating safety, training, and certification programs. Incumbent may also conduct safety training sessions.

FACTOR 5: Working Conditions

Work performed approximately 65% of time in an office environment and 35 % of time in the field including shops, yards, track roadbed, and accident sites up and down the railbelt. The work requires exposure to railroad tracks, yards, and repair shop where there is noise, dust, grease, and moving cars and machinery. During inspections or investigation, the incumbent is exposed to a variety of weather conditions and other environmental discomforts. Required to wear personal protective equipment. May be required to respond to hazardous material situations.
Minimum Qualifications
Bachelor\xe2\x80\x99s degree in Transportation, Business Administration, Industrial Safety or an environmental related field with an emphasis in railroad industrial safety; or Four years of recent (within the last six years) experience in developing or administering railroad operating rules;; or equivalent combination of education and experience required. Three years of experience in the management of railroad occupational or industrial safety programs. Two years of supervisory experience required. . Experience leading injury, incident, and derailment investigations is preferred. Must be able to communicate both orally and in writing. Knowledge of personal computers using word processing and spreadsheet software required. Knowledge of database software is preferred. Must have a valid driver\xe2\x80\x99s license. Track car license is preferred.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.

Retirement Plans
ARRC Pension Plan \xe2\x80\x93 Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.


Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.

Early retirement, survivor and disability benefits are available for vested participants.

401(k) Tax Deferred Savings Plan \xe2\x80\x93 Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.

457 Deferred Compensation Plan \xe2\x80\x93 Participation is optional for non-represented employees.


Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.

Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee\xe2\x80\x99s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

Sick Leave: accrues at 4 hours (Represented) or 2 hours (Non-Represented) per pay period.
