Overview

Oasis Systems has an exciting opportunity for a DoD Acquisition Program Manager located at the Platform One program office in San Antonio, TX. This position provides support to the customer success team at Platform One. Platform One is enabling the DoD-wide adoption of integrated digital solutions: software delivery, cyber security, big data, artificial intelligence, and machine learning.

LOCATION: San Antonio, TX

JOB STATUS: Full-time

TRAVEL: Occasional CONUS travel

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)

SECURITY CLEARANCE: Secret clearance required; Top Secret clearance with SCI eligibility desired.

EDUCATION: Masters degree, or comparable relevant experience

CERTIFICATIONS: A relevant SAFe certification is preferred

EXPERIENCE LEVEL: 12 years of relevant experience, of which 5 or more must be in DoD; or 15 years in lieu of MA/MS, of which 5 or more years must be in DoD; or 20 years relevant experience in lieu of degree, of which 8 must be in DoD.

OTHER QUALIFICATIONS/SKILLS:

  • Experience working on or evaluating innovation projects, especially from SBIRs, Small Business Technical Transfers (STTRs), Cooperative Research and Development Agreements (CRADAs), Other Transaction Authorities (OTA\xe2\x80\x99s) or other innovation-focused programs or contract vehicles.
  • Experience with both lean startup principles and agile software project management.
  • Experience managing acquisition and contracting strategy.
  • excellent verbal and written communication skills with the ability to adapt communication style to the audience.
  • Experience as a designer or engineer desired.
RESPONSIBILITIES:
  • Act as a change agent that inspires a project team to achieve \xe2\x80\x9ccreative compliance\xe2\x80\x9d within the DoD acquisition process.
  • Review proposals for innovation projects like Small Business Innovation Research (SBIR) and recommend proposals to the CTO that align with the P1 product or technical roadmap.
  • Build acquisition plans and coordinate the plans via an acquisition strategy panel (when needed) to recommend which projects the Materiel Leader should support through signature and/or program funding.
  • Align the innovation acquisition roadmap that includes funding and acquisition decision point timelines against the technical and product roadmaps.
  • Evaluate the acquisition execution of vendors under contract to support an innovation project and recommend to the vendors\xe2\x80\x99 contracting officer representative and/or CTO specific actions to remediate any contract performance issues.
  • Own a product\xe2\x80\x99s vision, strategy, outcome-driven roadmap and product backlog
  • Communicate the vision, strategy, roadmap, and backlog to different audiences with a tailored message.
  • Define and track project metrics to demonstrate success and inform product decisions.
  • Control acquisition project flow. Track acquisition projects against defined outcomes, discover potential problems before they occur, bring the right people together, and leverage a flexible technique to keep projects flowing through the business system.
  • Work closely and communicate with a cross-functional team.
  • Facilitate meetings and ensure the expected outcome is met.
  • Break down complex problems into small measurable parts.
  • You have excellent verbal and written communication skills with the ability to adapt communication style to the audience.
