JOB SUMMARY

The Department of Public Works (DPW) Transfer Station Authority (TSA) Transfer Station Supervisor will help to oversee all aspects of the Transfer Station Operations including the Transfer Station Crew and maintenance of the Transfer Station facility. This role also involves coordinating resources, documentation, supporting timelines, and safety practices. They are responsible for facilitating the execution of the TSA plans for landfill, recycling and materials for collections, sorting and handling, including the operations of the cardboard baler and burnables incinerator. This role supports the staff and infrastructure of BRC through the Transfer Station, eight (8) remote recycling collections points in BRC, and recycling operations for the Burner Express Bus (BxB) program. Finally, this role will interface with other Burning Man departments to provide oversight and education of best practices throughout the event production cycle.

This temporary, ineligible for benefits role is:

  • From August - September: Full-Time, Non-Exempt, based Black Rock City, Nevada.

DUTIES & ESSENTIAL JOB FUNCTIONS

Operations (40%)
  • Review current SOPs, plans and inventory with material needs for the season and assist with compiling necessary requests to DPW Purchasing.
  • Attend meetings and maintain other correspondence as needed.
  • Support the survey, build and strike of the Transfer Station, eight (8) remote recycling collection points, and storage of all equipment and materials used.
  • Help to supervise the daily operations of the Transfer Station, material removal of the eight (8) remote recycling collection points, and recycling operations for the BxB program throughout the event cycle.
  • Support the maintenance of a clean and safe work site, empowering the teams to exercise best practices and checking that all crew members are using the necessary OSHA approved personal protective equipment (PPE).
  • Support the collaboration with the TSA Organics Management to facilitate the sorting and removal of all waste brought to the Transfer Station from the Commissary.
  • Coordinate with management and waste stream leads to assist with placement, monitor and coordinate servicing of the dumpsters used at the Transfer Station, for the BxB program, all additional collection sites for recycling, cardboard bales, couches and scrap metal, and the dumpster storage yard.
  • Assess, troubleshoot, and report problems associated with operations or personnel in an efficient and timely manner, making regular progress reports to management and proactively asking for support and guidance to navigate potential issues.
  • Regularly interface with the waste stream leads for Staff Camps, Ranger Outposts, and ESD Outposts throughout the event cycle to ensure proper sorting of materials.
  • Monitor and be readily available by radio communications during primary working hours, on-call shifts, and respond during weather events and other emergencies when possible.
  • Support the proper use, maintenance and cleanliness of Fleet Vehicles, work sites, and all relevant resources used by the Transfer Station Crew for the duration of the event cycle.
Personnel Support (35%)
  • Assist with the creation of weekly staffing schedules for the Transfer Station Crew; Help to collect and submit accurate staff working hours for bi-weekly payroll and with the distribution of paychecks to the crew in a timely manner.
  • Ensure crew members are trained in the proper use and safety precautions of all relevant processes, especially the cardboard baler and burnables incinerator.
  • Attend, host and support crew attendance to relevant Meetings; maintain timely updates, email correspondence and departmental communications.
  • Tactfully redirect workflow using education, empowerment, and delegation when appropriate, fostering a team identity, monitoring morale and supporting manageable work expectations.
  • Serve as a mentor, positive role model, and team leader, instructing and sharing skills and best practices as necessary.
  • Report any injuries or issues as soon as they may arise; proactively address concerns around changes in performance abilities, clearly communicating boundaries, self-care needs, and requests for support.
  • Act as a leader within the TSA Staff Camp, holding the crew accountable for safety, cleanliness, and abiding by the BM Behavioral Agreements.
Documentation & Tracking (15%)
  • Commit to assisting the DPW TSA Management in the continued creation and updating of Standard Operating Procedures (SOP) and policies for this role and crew operations as needed throughout the season for accuracy.
  • Assist with documenting processes along with photo and video content for supporting educational, training and communications purposes.
  • Coordinate with the TSA Organics Management to maintain the inventory of all TSA materials, tools and supplies stored in semi trailer 4519 and at Black Rock Station.
  • Actively participate in cost reduction and sustainability practices and implementation.
  • As needed, submit receipts and any expense reports, ensuring forms are complete and submitted on time.
  • Provide end-of-season feedback, describing the successes and challenges of the season with the purpose of improved overall efficiency and suggestions for next year; Submit an EMBER report.
Other Functions and Responsibilities (10%)
  • Work with the Team to plan and execute LNT and Waste disposal plans for all relevant operations and work sites.
  • Help adjust crew workflow to support COVID protocols as directed.
  • Be familiar with, understand and act in accordance with Burning Man\xe2\x80\x99s staff policies, protocols and behavioral standards.
  • Monitor personal well-being by setting realistic goals and managing self-care while proactively addressing any concerns with management.
  • Perform other duties as required
LEARNING AND TEACHING
  • Documentation - Drives the creation, publishing, and maintenance of process documentation related to assigned duties.
  • Teaching \xe2\x80\x93 Takes a leadership role in the acculturation and training of staff. Teaches live or e-learning classes, as requested. Promotes a culture of teaching and learning throughout the community.
  • Mentoring - Mentors subordinates in acquiring the knowledge, skills, and experience that will allow them to advance in the organization. Aids, encourages and inspires their team.
  • Learning \xe2\x80\x93 Pursues ongoing learning in their area of expertise, working to stay current on emergent knowledge, skills, and processes. Participates in conferences, forums, and networking events, where appropriate.
QUALIFICATIONS

Required
  • Knowledge of Burning Man values, ethos, and 10 Principles; especially Leaving No Trace.
  • Experienced (1+ years) in waste stream sorting or similar, preferably with a strong knowledge of Resource Recovery Management (Recycling).
  • Proficient at navigating digital and online technology; Working knowledge of Google products (Gmail, Groups, Docs, Sheets, Drive).
  • Clear, service-oriented and respectful communication, verbally and through written correspondence. Experienced with using 2 way radios and following radio protocol.
  • Able to embody present and responsive leadership qualities for a diverse team while still maintaining firm boundaries and adhering to set standards.
  • Able to maintain consistent organization and tidiness in work ethics and work environment and in the handling of important information (ie, tracking inventory tools and materials, crew data, goals and timelines, payroll, etc.)
  • Able to receive and integrate feedback into action, and maintain a respectful demeanor that leads by example; A team player that can follow direction and respectfully interface with collaborators.
  • Proven leadership skills and experience working with volunteers; Ability to energize and engage people.
  • Effectively manages own time and the efforts of the team as a whole to create a mentality of collaboration, task completion, and fun.
  • Capable of working in an extreme environment including drastic temperature changes, high winds, poor air quality and low to no visibility at times.
  • Ability to temporarily relocate for work at the Burning Man event held in Gerlach, Nevada
Preferred
  • It is helpful if the candidate has previously worked for Burning Man\xe2\x80\x99s TSA Team and/or is familiar with its operations, or has at minimum been to Burning Man and/or is familiar with its culture..
  • OSHA 10 Certification.
  • Experienced (1+ years) leadership experience in event-based production work.
  • Practiced in facilitating team meetings and mediation.
  • Basic carpentry skills.

COMPENSATION:

Individual compensation decisions are dependent on a variety of factors, including prior experience and geographical location. The anticipated pay rate for this position:
  • From August - September is $ 16.00 to $18.50 per hour.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
  • Off-playa: Work is primarily sedentary in nature; no special demands are required.
  • On-playa: This position requires periods of heavy lifting, bending, kneeling, squatting, and climbing. This position will be physically demanding, and requires individuals with good physical health, and endurance. Work will include the need to find and meet with department representatives who may not be in the vicinity therefore this could include walking or using some form of transportation. Much of the work will be in outside weather conditions and will be exposed to fumes or airborne particles as well as possible extremes in temperature.
