Under the general supervision of the Community Development Department (CDD) Assistant Director, manages the economic development services and activities for the Salt River Pima-Maricopa Indian Community (SRPMIC). Manages the CDD Economic Development Division and is responsible for the regulatory processes for business and agricultural properties located within the SRPMIC, including business attraction, lease administration, business development, lease compliance and business licenses. Assumes a leadership and management role for economic development in the Pima Corridor and any new development areas. Supports land use planning and land designations for tribal services and structures.

Examples of Tasks

Leads, coordinates and maintains overall agriculture and business leasing program for tribal and allotted lands. Oversees business license program.
Supervises, coaches, mentors and trains assigned division staff to build the necessary knowledge and skills to attain proficiency in assigned tasks and to meet the Community's stated economic goals. Models creative problem solving behavior and customer-focused approach.
Responds to Community land use needs through management of internal land use agreements, including Designations of Land Use and Short Term Use Permits.
Attracts new businesses and leads retention efforts for current businesses in the Community. Oversees division staff facilitation of siting for new leases with appropriate cross-Division and Departmental collaboration.
Assigns and reviews division workload for timely completion of tasks. Ensures communication and collaboration among division staff. Administers division-level budget.
Works closely with landowners to facilitate economic opportunities for the Community government and individuals as landowners, and for businesses that wish to locate on the reservation; manages outreach and communication to landowners.
Analyzes current issues and makes presentations and recommendations to the CDD Director and Assistant Directors, Land Management Board and to the Community Council.
Coordinates lease approval process through the Land Management Board, Community Council and the Bureau of Indian Affairs (BIA). Ensures regular and effective communication with the BIA at Agency and Regional levels.
Proactively resolves lease compliance issues and complaints from businesses, landowners and other stakeholders. Manages interdivisional and interdepartmental workflows to timely respond to issues and conflicts.
Manages overall lease documentation and payment IT workflows, including internal electronic document management, payment processes and recordation with the BIA systems.
Prepares timely performance evaluations and provides staff regular feedback on work performance. Prepares and reviews assessments on process improvements and organizational effectiveness.
Performs other job-related duties as assigned that enhance and facilitate departmental operations.
Knowledge, Skills, Abilities and Other Characteristics
:
Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
Knowledge of Community ordinances, rules, policies and procedures regarding land development leases and contracts.
Knowledge of land ownership concept in Indian Country, including allotted and tribally-owned land.
Knowledge of land development, hearing procedures, permit processes, and land-use planning.
Knowledge of the principles, concepts and practices for economic development of Indian community lands.
Knowledge of the Code of Federal Regulations, agriculture and business leasing requirements and other regulatory requirements impacting the work of the division.
Knowledge of enterprise business initiatives.
Knowledge of business licensing practices and regulations.
Knowledge of property and agriculture lease programs and agreements.

Minimum Qualifications

Education:
A Bachelor's degree from an accredited college or university in Business Administration, Finance, Economics, Marketing, Planning, Real Estate Development or closely related field, and
Experience:
6 years of full-time professional level work in land development, economic development, business regulation, real estate marketing, or closely related work.
Previous supervisory or management experience is desirable.
Equivalency:
Anyequivalent combination of education and/or experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Certification: The employee must have United States Department of the Interior Security Clearance or pre-clearance for information system access and use.
May be required to work beyond normal work hours including nights, weekends or holidays.
