Description of Position:


The Education Associate, Cybersecurity Manager is responsible for leading the Department's cybersecurity program, ensuring the security, integrity, and availability of technology assets and data. This role includes fulfilling the Information Security Officer (ISO) responsibilities, overseeing the Department's security posture, maintaining and implementing the Continuity of Operations Plan (COOP), Disaster Recovery Plan (DRP), and Cybersecurity Incident Response Plan (CIRP). Additionally, the position manages the Department's database, networking, and security operations, driving compliance with state and federal security standards.

Major Responsibilities:


Cybersecurity Management



Serve as the Department's Information Security Officer (ISO) and primary point of contact for all cybersecurity matters.

Develop, implement, and maintain the Department's Cybersecurity Incident Response Plan (CIRP), including forming and facilitating a response team.

Oversee vulnerability assessments, penetration testing, and system audits to identify risks and recommend improvements.

COOP and DRP Management



Lead the development and ongoing updates of the Continuity of Operations Plan (COOP) and Disaster Recovery Plan (DRP).

Ensure comprehensive testing and refinement of COOP and DRP strategies to guarantee swift and effective recovery in the event of disruption.

Security, Database, and Networking Operations



Manage security operations to safeguard the Department's technology infrastructure and sensitive data.

Oversee database administration and networking engineering to ensure alignment with cybersecurity policies and operational requirements.

Collaborate with state and federal agencies to ensure compliance with data protection regulations and evolving cybersecurity threats.

Policy Development and Compliance



Develop, enforce, and monitor security policies and standards to comply with state, federal, and industry-specific regulations.

Conduct training and awareness programs for staff on best practices in data protection and cybersecurity.

Collaboration and Innovation



Provide technical guidance and support to Department staff, Local Educational Agencies (LEAs), and other stakeholders.

Stay current on emerging cybersecurity trends and technologies to inform strategic decision-making.

General Duties



Provide effective leadership and management to staff and contractors in the cybersecurity and technology operations teams.

Perform other duties as assigned.

Essential Qualifications:



Education:

Bachelor's degree in cybersecurity, computer science, information systems, or a related field required. Master's degree preferred.

Experience:



A minimum of five (5) years of experience managing a diverse group of professional, technical and support staff, with a strong customer service focus.

A minimum of 3 years of experience in cybersecurity operations, incident response planning, vulnerability and risk management.

Experience managing COOP, DRP, and CIRP processes.

Experience in creating and reviewing network diagrams.

Experience in submitting firewall and proxy requests.

Demonstrated expertise in network security, database administration, and system auditing.

Demonstrated expertise in managing multiple large-scale technology and data projects while ensuring goals, expectations, and priorities are met.

Experience collaborating with multiple stakeholders to lead change or improvements in technology.

Demonstrated proficiency with Microsoft Operating System and Office Products.

Skills:



Must have excellent oral and written communication skills.

Must be proficient in performing responsibilities with minimal supervision.

Must be skilled in setting priorities, working under pressure, and working in collaboration with others.

Strong knowledge of cybersecurity frameworks (NIST, CIS, ISO 27001).

Proficient in configuring and managing firewalls, IDS/IPS, SIEM tools, and encryption protocols.

Excellent communication skills, both oral and written.

Ability to manage competing priorities in a high-pressure environment.

Must understand the Department's organizational aims and objectives.

Must be experienced in exercising discretion and confidentiality in all professional duties.

Project management skills resulting in executable project plans with reasonable goals and time frames.

Ability to disseminate information on both a technical and general operational level.

Salary:


Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.

Pay: $90,000.00 - $120,000.00 per year
