Elections Administrator: Serves as lead staff member in conducting elections in accordance with State Election Code & Federal Government. Facilitates & performs admin & clerical duties related to elections process including file maintenance, voter registration, & voting supply & equipment oversight. Manages election staff & election judges. Must be able to obtain CO Election Official Certification within 1 yr. Must be able to perform highly detailed work with accuracy, work independently while performing in a fast-paced environment. Must possess tact, discretion & problem- solving skills. $28.71-35.17/hour. JOB SUMMARY:

Serves as lead staff member and performs all tasks necessary to conduct elections in a legal manner by meeting all deadlines and requirements as set forth by the State Election Code and the Federal Government. Facilitates and performs a variety of administrative and clerical duties in maintaining voting rolls, reports and records related to the election process; registers qualified voters; collects and processes all revenues.

ESSENTIAL JOB FUNCTIONS:

Carries out lead staff member responsibilities including: training in job skills, assigning and directing work; conducting performance appraisals; and reporting problems to County Clerk. Develops and maintains procedures for processing ballots and proper handling of election ballots. Ensures that elections are conducted in accordance with all applicable laws ensuring changes to the State, Federal, and County are implemented so that the process would withstand any legal challenge(s) regarding the responsibility of the County Clerk\'s office. Ensures accountability of accuracy of ballot processing in accordance with the Colorado Revised Statutes. Maintains all files related to candidate affidavits and election-related reports; maintains, organizes, stores and recycles election materials per election code through statutory requirements. Procures election and office supplies; oversees the delivery, set up, removal and storage of voting equipment; programs and tests tabulation systems to assure accuracy; makes minor repairs and/or ships equipment for repair by manufacturer; consults with information technology staff to resolve computer software and/or hardware problems. Implements any changes required by the State Election Code and procedural changes made by the Secretary of State\'s office. Procures and trains all election judges in manner required by state law. Conducts all General, Coordinated and Primary Elections for the County. Conducts Municipal and Special District Elections, as requested. Answers questions from public, local and state officials regarding election laws or conduct; provides information on caucus requirements and county district assemblies to political parties. Prepares invoices and processes payments after each election for the Special District, School Board, State, County and Municipalities. Generates revenue by processing all requests for reports, statistics and data extracts from County, Municipalities, Special Districts and the general public; oversees and processes accounts payable, accounts receivable and collections functions. Runs reports of registered voters for District, County and public viewing and as required by the Secretary of State s office. Registers new voters and makes necessary changes and updates on registration rolls. Periodically audits voter registration records, locator files, and taxation and commission districts. Secures postal permits for mailing election material; interacts with printing and postal staff to assure timely completion of mailings. Compiles Amendment I (Tabor) notices for publication in newspapers; mails notices to registered electors. Assists with redistricting and adjusting precinct and commission boundaries, school districts and special districts when mandated by law; selects polling places in each district which meet State Election Code requirements. Conducts mandatory election recounts and assists in settlement of election disputes. Maintains address locator file, adding new addresses that reflect correct election data. Prepares election ballots ensuring accuracy and completeness; coordinates the layout of election ballots, conducts ballot style testing for ballot printing. Programs the vote tabulation systems and conducts public tests for accuracy prior to each election. Performs other related duties as assigned. Regular and predictable attendance required.

MATERIAL AND EQUIPMENT USED: Telephone, General Office Equipment, Election Equipment & Election Systems, Computer Hardware & Software, including Word, Excel, GEMS (Election Mgmt System), LEDS (Voter Registration), Interactive GIS, typewriter, SOS Fair Campaign Electronic Filing systems

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High School diploma or GED; and, Two to three years of progressively responsible related experience; or, Any combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

Valid Drivers License required. Ability to obtain CO Election Official Certification within 1 year. Attend Elections, UOCAVA, and HAVA meetings as well as continuing education.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

All applicable state, federal and local laws, rules and regulations related to elections and voter registration processes, including HAVA; postal permitting regulations. Any possible conflicts between County and State election procedures. Ability to establish and maintain effective working relationships with Elected officials, employees and the public Physical size, population, and geographical aspects of the County. Record keeping, report preparation, filing methods and records management techniques. Correct English usage, including spelling, grammar, punctuation, and vocabulary. Computer software applications related to the work.

Skill in:

Using tact, discretion, initiative and independent judgment within established guidelines. Analyzing and resolving office administrative situations and problems. Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction and great attention to detail. Flexibility, adaptability, and multi-tasking. Increase community voter awareness through voter education and training throughout the community. Typing at a rate of 40 net words per minute. Communicating clearly and effectively, orally and in writing. Conflict resolution with co-workers and customers, cooperation, communicative, and team play. Must maintain integrity, honesty, accept responsibility, respect and trust.

Ability to:

Ability to perform highly detailed work in an accurate manner. Ability to read and interpret documents such as state statutes, rules and regulations, operation and maintenance instructions, procedure manuals, and so forth. Ability to deal with problems involving several concrete variables in standardized situations. Ability to reason out simple problems, use common sense, reflections on decisions.

Working Conditions and Physical Demands:

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust. The incumbent\'s working conditions are moderately quiet. Primary functions require sufficient physical ability and mobility to work in an office and setting; to stand or sit for prolonged periods of time, to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to speak and hear; to travel to other locations using various modes of private and commercial transportation; to verbally communicate to exchange information. While performing the essential functions of this job the employee is occasionally required to lift and/or move up to 25 pounds.
