POSITION: Emergency Management TechnicianFSLA: Non-ExemptDEPARTMENT: Police DepartmentPAY RANGE: 18.00 per hourDIVISION: Emergency ManagementREVISED: June 28, 2023This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuanaJOB SUMMARY: This is a part-time position responsible for performing technical tasks related to emergency management. Job descriptions may be modified based upon the needs of the City and employees may be required to perform functions beyond those described below and employees are \xe2\x80\x9cat will employees\xe2\x80\x9d in that either party may terminate the employment relationship.ESSENTIAL DUTIES:

  • Makes contact with vendors, inputs requisitions for goods and services for the Department as necessary; tracks orders; receives goods; and processes claims for payment.
  • Serves as support staff for the Emergency Operations Center, prepares documentation and logs sequence of events during operations, manages, and maintains reference documents for EOC staff and officials.
  • Prepares materials and information for meetings pertaining to emergency mitigation, preparedness, response and recovery, exercise planning, and after-action synopsis and documentation.
  • Develops and summarizes various documents, PowerPoint presentations, spreadsheets, and other supporting materials to plan, organize, train, and fund various projects and activities of the department.
  • Interacts with the Oklahoma Department of Emergency Management, Federal, State, and local governmental agencies in support of program of work activities and sub-grant scopes of work.
  • Prepares declared disaster paperwork, attends required meetings, submits documentation to FEMA, and tracks reimbursement payments to the City.
  • Maintains private storm shelter registry for the City. Forwards reports to fire departments as needed.
  • Attends, represents, and supports the Department at meetings, training sessions, conferences, and various public events, as requested by the Emergency Management Director, to coordinate with other partners in pursuit of Departmental goals and objectives.
  • As determined by the Emergency Management Director, responds to, and assists with community emergencies as needed, providing real time information from the scene to the EOC and guidance, direction, and assistance in obtaining resource support.
  • Ensures systems are in place to notify, activate, and assemble city staff, EOC personnel, and volunteers for key assignments during community emergencies and disasters.
  • Assists with the design of standard operating procedures, and web pages that integrate cross-jurisdictional information management, workflows, and the use of geospatial data.
  • Maintains confidentiality of facts and program elements to preserve the safety, integrity, and public profile of the Department.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
  • High school diploma or equivalent.
  • Effective use of written and oral communications skills. Ability to speak clearly in a well-modulated voice with good diction.
  • Ability to establish and maintain effective working relationships with fellow employees and the public.
  • Knowledge and experience using computers including Microsoft Windows, Microsoft Office Suite (Word, Excel, PowerPoint, and Access), Internet and network fundamentals.
  • A minimum of two years technical experience in emergency management or comparable experience.
  • Knowledge of the phases of comprehensive emergency management and the standards and practices adopted in the profession.
  • Experience in reading maps and determining directions and locations symbolized on a map.
  • Proficient usage of the following equipment: telephones, computer, emergency radio equipment, and minor tools.
  • Ability to travel when required.
  • Ability to work under tight deadlines.
  • Must be able to work varied days, hours, and shifts including evenings, nights, weekends, holidays, overtime, and emergency call-back as needed.
  • Must possess a valid Oklahoma Driver\'s License at the time of hiring and throughout the course of employment.
  • Must successfully complete a criminal records check and have a satisfactory driving record check.
  • Required sensory abilities include vision, hearing, touch, taste, and smell. Visual abilities, correctable to normal ranges, include near vision, far vision, peripheral vision, depth perception, and normal color. Communications abilities include the ability to talk and hear within normal ranges.
DESIRED QUALIFICATIONS:
  • Bachelor\'s Degree in Emergency Management, Public Administration, Business, Communications, or a related field.
  • Previous experience in Federal or State declared disaster operations.
  • Previous emergency operations center experience.
  • Familiarity with radio communications procedures and protocols.
  • Experience in writing and developing a variety of work products, including standard operating procedures, reports, guides, and after-action reports.
  • Experience with design, execution, and evaluation of internal controls for departmental operations.
  • Completion of National Incident Management 700 course, Incident Command 100, 200, and 300 courses, and FEMA Independent Study Course 800.
WORKING CONDITIONS:
  • Employees work in an office environment and uses a computer, telephone equipment, radio, and copier.
  • Occasionally performs tasks in response to exercises, disasters, or emergencies outside where the incumbent may be exposed to some discomforts associated with temperature, weather conditions, noise, dust and the like.
  • Work activities also include the minimal potential for exposure to infectious materials, biological hazards, and blood.
  • Hours of work are generally normal day-shift hours; however, hours of work may occasionally be on a flexible work schedule, including evenings, nights, and weekends.
  • This position is subject to 24-hour call-out for emergency response and critical system maintenance after normal working hours and on weekends and holidays.
  • Employees are sometimes required to work outside in both normal and abnormal weather conditions as required.
  • Noise level is usually quiet while in office and moderately loud and distracting when in the field.
  • Employees are occasionally required to balance, bend, stoop, reach, and twist.
  • Employees may be required to walk up and down stairs.
  • Some lifting is required usually up to at least 25 pounds - but employee may be required to lift up to 50 pounds on occasion.
