Salary Grade: NC20 Salary Range: $65,876.00- $115,283.00

The Project Management Unit works in the diverse area of team leaders managing scope, schedule, budget, quality, and risk for a broad range of transportation projects.
The Project Management Unit is looking for a Project Manager who will execute the day-to-day activities and tasks required to lead a multi-disciplinary team to deliver preconstruction projects to construction.

Your duties as a Project Manager include:

  • Performing tasks such as project development, environmental analysis, planning, and design.
  • Leading a portfolio of centrally-managed STIP and non-STIP projects during the pre-construction phase to ensure projects are delivered on schedule, within scope, and according to the project budget.
  • Leading the team to prepare environmental studies, environmental analysis, environmental documentation, engineering studies, design products, special provisions, quantities, and ultimately final plans and contract documents.
  • Tracking project changes
  • Maintaining project schedules and milestones
  • Identifying risks and opportunities as well as mitigation strategies to ensure projects remain in scope, on schedule, and within budget.
  • Analyzing environmental data and design information
  • Requesting technical deviations and exceptions
  • Providing comments to the Senior Project Manager on centrally-developed environmental studies and documents.
  • Ensuring that products prepared meet quality expectations.
  • Communicating with team members to expedite the completion of critical tasks, documenting environmental decisions, completing designs, and ensuring deliverables produced are in compliance with all federal and state laws, rules, regulatory actions, policies and procedures, and requesting technical deviations and exceptions to advance projects.
  • Providing oversight to private engineering firms (PEF), administering PEF contracts, reviewing and processing invoices, making recommendations to the Senior Project Manager and providing feedback on consultant performance.
Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

Experience overseeing and managing complex transportation projects and developing/managing project scope, schedule, budget, quality, and project risks.

Knowledge of professional engineering principles and practices of civil engineering as related to Highway Design with an emphasis on project planning, environmental studies and analysis, project design, construction and maintenance methods, as they apply to the Project Delivery Process.

Experience leading teams to apply engineering principles to difficult and complex environmental and design situations, making sound recommendations and decisions, and providing guidance in designs.

Experience leading multi-disciplinary teams and fostering communication with Senior Leadership, stakeholders, citizens, and among the project team members.

Knowledge of Professional Engineering contracts and the ability to understand scoping, estimating, and negotiating contracts.

Minimum Education and Experience Requirements

Bachelor\'s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
