ABOUT THE DEPARTMENT OF TRANSPORTATION:

The Department of Transportation (MCDOT) plans and implements activities which prevent and correct problems that contribute to the physical decline of county right-of-way infrastructure; ensures fair and equitable services to residents and traveling public throughout the County; and maintains existing infrastructure to ensure a safe transportation network.

ABOUT THE JOB:

MCDOT seeks an Engineer responsible for project management oversight and coordination for MCDOT\'s activities with the physical plant of the FiberNet Capital Improvement Project (CIP). This position will be based within the Division of Transportation Engineering and Operations (DTEO), under the Transportation Management Section.

MCDOT is responsible for the physical construction, maintenance, and repair (24/7) of the County\'s fiber-optic network working in conjunction with the Department of Telecommunications Services (DTS), which maintains the data and systems utilizing the fiber network. MCDOT is responsible for documenting as-built infrastructure in a GIS mapping application, registering infrastructure with Miss Utility, and managing the contract for responding to thousands of Miss Utility locate tickets per month.

This position performs non-supervisory professional engineering work involved in developing and implementing fiber optic cable outside plant capital improvement projects.

WHAT YOU\'LL BE DOING:

Many of the fiber projects will work in conjunction with multiple capital projects requiring this position to manage the planning and funding between these projects.

Duties include, but are not limited to:

  • Although non-supervisory, this employee will coordinate, guide, and review the work of other professional and technical staff, of both in-house and contract support staff, regarding task orders, designs, specifications, system requirements, funding tracking, contracts, managing the planning, and installation.
  • Work with other government agencies to plan and implement regional connectivity.
  • Support the physical FiberNet CIP network, including network paths, cable runs, utility pole attachments (reviews & applications), demarcation of locations, conduit installation, and cable install to access all government buildings.
  • Answer telephone inquiries, write letters and emails and respond to other agency/citizen requests related to assigned projects and programs.
  • Respond to cable damage after-hours and emergencies to coordinate in-house and contractor teams to make repairs and restore fiber connectivity as quickly as possible.

Good interpersonal and communication skills are a significant advantage to a person in this position. Computer skills, especially with Microsoft Office applications, are desired, along with good customer service skills to help resolve residents\' concerns.

The selected candidate must have the ability to work independently and as part of a team or in group settings to meet established goals. Speaking clearly and distinctively with a diverse population and over a two-way radio is essential.

The position requires work schedule flexibility and may require occasional after-hours and overtime work. The incumbent must be accessible after hours if immediate system support is needed. This job requires the employee to travel to various job sites on a regular basis.

Experience is desired in one or more of the following relevant knowledge and ability areas:
  • The ability to read and interpret engineering or utility power/telecom design plans.
  • Experience with telecommunications standards, requirements, and policies such as Telcordia Bluebook, NESC, NEC, OSHA, State, County, and local city rules and regulations.
  • Experience with telecommunications industry construction practices in planning copper and fiber optic cable OSP projects.
  • Experience with underground and aerial telecommunication construction techniques, fiber splicing techniques, and emergency restoration practices.
ADDITIONAL INFORMATION:

This position requires the possession of a valid Class \xe2\x80\x9cC\xe2\x80\x9d (or equivalent) driver\'s license and the ability to drive a county vehicle to visit sites for fieldwork such as investigations and surveillance and to perform other work at locations outside the office like special events.

The individual selected for this position will be considered an Essential Employee and overtime work will be required. Essential employees must report to work during a period of general emergency or liberal leave.

This position will be assigned to work at the Public Safety Communication Center (PSCC) and will require a criminal record check/background investigation.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

The anticipated salary range in hiring for this position at the Engineer I level is: $56,872 - $73,419; or if at the Engineer II level: $64,426 - $83,554; or if at the Engineer III level: $73,173 - $95,299.

Minimum Qualifications

EXPERIENCE:

If Filled at Engineer I: None.

If Filled at Engineer II: One (1) year of experience in an engineering field appropriate to transportation or traffic.

If Filled at Engineer III: Three (3) years of experience in an engineering field appropriate to transportation or traffic.

ALL LEVELS - EDUCATION:

Graduation from an accredited college or university with a Bachelor\'s Degree in Engineering, Transportation, Civil and/or Traffic Engineering, Planning or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.

ALL LEVELS - EQUIVALENCY:

An equivalent combination of education and experience may be substituted, provided such combination includes at least 60 accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

ALL LEVELS - LICENSE:

Possession and maintenance at all times of a valid Class "C" (or equivalent) driver\'s license from the applicant\'s state of residence.
