This position will work in the Stormwater Division of the Public Works Department and will serve as the Assistant Manager of the Stormwater Development Review Section. The primary purpose of this position is to ensure compliance with stormwater regulations through the supervision of highly competent professional engineering reviewers as well as through the independent review of development plans and calculations. It requires a thorough knowledge of hydrology, hydraulics, stormwater control measures (SCMs) and regulatory requirements. Vision, planning, organization, and leadership abilities are all essential for continuous process improvements, updates to protocols / requirements, and successful outcomes. Excellent customer service skills as well as strong verbal and written communication skills are needed for routine communication with staff as well as internal and external customers. Field inspections of SCMs are conducted for construction and as-built drawing/certification acceptance. Solid project management and administrative skills are required to track multiple projects, document project status, and keep projects progressing. Working knowledge of databases (Excel/Access) and ArcGIS are needed in the fulfillment of job duties. Other duties include overseeing annual reports, providing administrative support, technical support, contractual support, making presentations, attending meetings, training staff, preparing and updating technical manuals, and other duties as assigned.

Devoted to providing paraprofessional engineering support, inspection, and professional civil engineering for a variety of public works, utilities, storm water, and transportation facilities/projects as well as review of public and private development projects. Provide advanced, professional engineering and construction management work and are considered subject matter experts with the highest level of knowledge, managing programs, providing consultation to other engineering staff and to management and providing supervision to lower level professional engineering staff. Decision-making includes providing input into management objectives, and selection of the method to address a problem or issue, subject to the constraints established by management objectives and direction. Responsible for supervising engineering staff; serving as a lead for construction and project management on large, complex projects, and/or multiple projects; leading and supervising the development of design and technical specifications; coordinating and leading construction and development plan reviews and inspections; preparing complex technical plans and reports; supervising procurement processes.

Duties/Responsibilities

  • Serves as a lead for construction and project management on large, complex projects, and/or multiple projects, evaluates and prioritizes other departmental projects, and leads and manages major departmental programs; work involves assessing City needs and requirements, directing project meetings, researching technology and other trends, developing processes to improve operational efficiency, developing short- and long-term project or master plans and budgets, developing project scopes, staffing projects, establishing project and performance standards and goals, approving contractors, monitoring operations, approving payments, and performing related duties.
  • Coordinates and leads the development of design and technical specifications, construction and development plan reviews and inspections; makes decisions regarding infrastructure acceptance and project closeouts; reviews and approves plans, specifications, and other technical information; and ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures.
  • Coordinates the preparation and review of, and/or prepares and reviews complex technical plans, designs, permits, plats, reports, forms, cases, request for proposals, drawings, calculations, contracts, specifications agreements, submittals, and other documentation; analyzes complex information, to include performing data modeling operations; develops and implements recommendations; and conducts follow-up operations.
  • Supervises inventory management, procurement, and billing processes; coordinates operational process including the maintenance and testing of equipment; researches trends and department needs, identifying project enhancements or new projects; reviews billing statements and invoices, and approves payments.
  • Manages project funds and bonds, ensuring City requirements, standards, policies, and procedures are met.
  • Advises City departments and external agencies; convenes and facilitates meetings; provides guidance to lower-level staff; responds to and investigates requests and inquiries; resolves escalated complaints and project-related issues; negotiates project terms and fees, advocating for and requesting project approvals; provides expert testimony; oversees the review of engineering operations, projects and plans.
  • Incumbents supervise professional, paraprofessional, and/or support staff to include conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
  • Supervising engineering services paraprofessional staff.
  • Establishing goals and objectives for the work unit, developing operational policies and procedures, participating in strategic planning, providing direction to lower level staff in the execution of operational tasks, and ensuring quality control activities.
  • Meeting with citizens, preparing agenda items, project management.
Minimum Qualifications & Experience
  • Bachelor\'s degree in engineering or a directly related field.
  • Five years of professional engineering experience in the area of assignment,
  • Two years of supervisory experience.
  • North Carolina Professional Engineer (PE) Registration.
  • A valid North Carolina Class C Driver\'s License with a satisfactory driving record acquired within a time frame established by the City.
Additional Preferred Skills
  • Five years of experience in the design, review, construction, maintenance, and/or regulation of stormwater control measures;
  • Experience in or with municipalities;
  • Knowledge of regulatory requirements for the City of Durham, the North Carolina Department of Environmental Quality, the United States Army Corps of Engineers, and the Federal Emergency Management Agency.
  • Expert in hydrologic and hydraulic modeling/design.
