Serves as primary source for computer aided design (CAD) for the Engineering Services Office, Analysis/Design Civil/Construction Management Group.-Develops, prepares, and/or reviews plans, specifications, and cost estimates for construction and/or proposed/ongoing projects.
-Reviews designs for compliance with current industry practices and ensures designs fit field conditions; suggests modifications when issues are identified.
-Utilizes automated engineering drafting and design systems and applications.
-Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts.
-Validates data used for and loaded into electronic/automated design and records management applications. Provides technical oversight in ensuring data integrity.

The cost of the exam will be reimbursed by the agency.QualificationsIn order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.To qualify at the GS-11, you must possess one year of full-time work experience, specialize experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience.GS-11 Specialized Experience: Applicants must have one full year of full-time work experience. Specialized experience is defined as experience performing the following: 1) Advanced skills with using AutoCAD Civil 3D or equivalent software to create engineering drawings like plan and profile drawings, and engineered drawing plan sets; 2) Calculating material quantities and preparing engineering costs estimates; and 3) Leading design projects and collaborating closely with engineers and provides expertise in design codes and compliance standards.A firm understanding and ability to utilize AutoCAD or similar software is strongly desired for this position.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Bargaining Unit Status: This is a bargaining unit position represented by a Union.
Condition of Employment: Incumbent is required to obtain and maintain the appropriate credentials to serve as COR as a condition of employment. The incumbent is required to obtain and maintain an appropriate Federal Acquisitions Certification (FAC)level and to hold and maintain a Contracting Officer Representative (COR) credentials to serve as COR as a condition of employment. Level of required certification will be determined based on the needs of the organization.
