GENERAL DESCRIPTION:

Senior-level professional responsible for helping to ensure Wyoming gas pipeline operators provide safe, adequate, and reliable gas service by conducting inspections and analysis of gas utility facilities, investigating gas service complaints, and providing analysis of gas utility applications regarding the construction of major utility facilities. This position plans schedules, and conducts technical gas utility infrastructure inspections on utilities serving Wyoming ratepayers and Wyoming intrastate pipeline operators provides and applies independent judgment of compliance with complex regulations and statutes and provides determinations of results to utilities. Required inspections may be identified by required inspection intervals and other special considerations and utility construction schedules. This position also performs follow-up inspections with utilities to ensure violations and deficiencies found during inspections are remediated in accordance with the applicable code or rule.

  • As a senior-level professional inspector, this position plans, designs, schedules, conducts, and manages multiple complex inspections and investigations of gas intrastate facilities and incidents, evaluating and investigating a utility\'s conformance with laws and rules, and enforcing compliance with inspection findings and responds to questions related to policies, procedures, codes, and statutes.
  • Investigate gas service complaints.
  • Provides highly technical analysis of gas utility applications regarding the construction of major utility facilities.
  • Determines the accuracy of data provided by utilities and computations of various engineering calculations.
  • This position also performs follow-up inspections and analysis with utilities to ensure violations found during inspections are remediated in accordance with the proper law, code, or rule.
  • This position recommends corrective actions to address violations and deficiencies found during infrastructure or construction inspections.
  • Responsible for producing inspection reports and developing conclusions and recommendations to the Commission and supervisor.
  • Conducts investigations of gas utility underground facility damage complaints and recommends solution/method of penalty or other remedy.
  • Analyzes, updates, and manages the Commission\'s service interruption database and performs analysis of the database to help determine areas of concern and service interruption trends to prioritize inspection activity.
  • Provide timely reports of possible violations of the pipeline safety regulations and the severity of the violation.
  • Work with utility, pipeline, and facility operators to ensure the safe operation of jurisdictional facilities as defined in Federal regulations are 49 CFR \xc2\xa7\xc2\xa7 40, 191-193 and 199, Wyoming regulations and statutes, and the Commission\'s Rules and Regulations, to ensure safe, adequate, and reliable service.
  • Investigates underground facility damage to determine the cause and provide recommendations.
  • Conducts engineering analysis on operator facilities.
  • Makes recommendations as a result of facility inspections and appears before the PSC to deliver results of inspections and makes recommendations, providing technical guidance, and recommendations for operator compliance.
Qualifications

KNOWLEDGE:
  • Knowledge of good engineering principles; knowledge of Public Service Commission Rules.
  • Knowledge of applicable state and federal codes, 49 CFR 40, 191, 192, 193 and 199.
  • Skilled in oral and written communications.
  • Skilled in interpersonal relations and skill in work organization.
  • Ability to conduct safety and operational audits of utilities\' equipment, operating procedures, and records.
  • Work statewide without supervision.
  • Ability to render a complete and concise report of the results of safety and operational audits and possible violations.
  • Ability to independently analyze technical aspects of a problem or case and provide a recommendation supported by sound engineering principles.
  • Possess and maintain a Wyoming driver\'s license, or the ability to acquire and maintain the same.
  • Knowledge of complex mathematical computer models.
  • Knowledge of utility construction methods.
  • Knowledge of authoritative reference materials in the field of engineering. Knowledge of scientific and/or technical research practices.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in The Sciences)

Experience:

1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
